摘要:
DURING the eighteen‐month period that will begin on July 1, 1957, and end on December 31, 1958, scientists from at least forty nations will take part in a global study of the physics of the earth and its atmosphere that will dwarf, in scope and intensity, any previous international scientific undertaking in history. Plans for the International Geophysical Year have been far advanced since the initial formulation in 1954 of a comprehensive program by the Special Committee appointed to serve as a central coordinating body by the International Council of Scientific Unions, the official sponsor of IGY. Each of the participating nations is responsible for the planning and execution of its own part of the program, and the various National Committees have by now determined the extent and structure of their projects in broad outline and many are well along in matters of organization and procedural detail.

THE American Institute of Physics has appointed Mr. Eugene H. Kone as director of its newly established office of information and public relations. He has broad experience and practical ability in this type of work, having served ten years as director and associate director of the Yale University News Bureau and most recently as vice president of Martin Wright and Associates, Inc. Mr. Kone's association with the AIP began when he took charge of the press room at the recent anniversary meeting. The new office has been functioning since March 1st.

Though I greatly value the invitation to speak at this memorable occasion, yet when the day approached I felt more and more worried about what I should say. You may think that that is the usual predicament of a fairly busy man who is in the bad habit of putting off things to the very last moment. I think that the reason for my uneasiness is this time more fundamental. The fact is that, while I tried to ponder the European outlook on the future of physics and physicists, I came to realize that at a similar gathering in Europe I would almost certainly have been asked to speak on just one more aspect of the development of physics during the past twenty‐five years, a task which I would have performed with greater ease and at the end of which I might have ventured some hesitating and nebulous remarks about future developments. So let me begin by congratulating the American Institute of Physics, not for its share in the phenomenal development and spectacular successes of American physics during the past 25 years, but rather for the fact that even on a day like this it declines to rest on its laurels and wants to use a few moments of quiet reflection for looking ahead. Is it our tendency to cling to the past which has bereft European physics of some of its impetus? However this may be, I cannot forsake my European background and the only way in which I feel that I can contribute at all to a discussion of the future is to interpret in my personal way some of the predominant trends of the development of recent years.

In the summer of 1900 the city of Paris celebrated the arrival of the 20th Century with a Great Exposition. That was a year of almost universal hope and confidence in the future, and accordingly the Exposition was directed towards a Golden Age of science and industry. Among the 39000000 visitors who passed by those exhibits was an American by the name of Henry Adams, and in a famous autobiography he has recorded his thoughts on this preview of things to come. Henry Adams was the product of a tradition of unity and stability. Under the conflicting forces of the 19th Century he had seen that unity breaking up, and he was searching for what he called a dynamics of history that would anticipate the changing course of mankind. In the Gallery of Machinery at Paris he thought that at last he had found a solution in science.

Artificial earth satellites are really of great importance to physicists. Some of this importance is not immediately obvious and is indeed quite indirect. It seems to turn out that the satellite is a “vehicle” whereby physicists can approach the man in the street, or perhaps just the interested youngster with physics. For the satellite contains what is perhaps the fundamental element of all science: a spirit of exploration and adventure; but it is presentable at a sufficiently nontechnical level so as to make it exciting to the nonphysicist. Even if there were no other advantages to satellites, it may well be the means whereby thousands of youngsters, now space cadets, develop an interest in the physical sciences, in astronomy and in mathematics, which leads them, if properly qualified, into a scientific career. I am one who believes that the satellite has a tremendous educational aspect and that we as physicists should be prepared to use it in order to interest people in physics.
