摘要:
Physics is a difficult subject. It is difficult to learn and difficult to teach. There are almost four thousand members of the American Association of Physics Teachers, and possibly an equal number of teachers who are not members of the Association, whose energy and talent are devoted during part of the day to helping students learn physics for themselves. A teacher can only shorten the time and lighten the burden. In the end a textbook is used, and the student is required to study it to the extent that he can reproduce from memory a fair percentage of the laws and principles of physics, many of which are expressed in mathematical language. It is not necessary at this stage in the development of physics to apologize to a student for using mathematical symbols, but there are times when a teacher feels apologetic for some of the symbols that the student is expected to remember and reproduce.

摘要:
On March 16 last the New York Times, in a dispatch from their Moscow correspondent, reported on the award of a group of “Stalin Prizes” to a number of Soviet scientists and engineers. According to the article, “an important award” went to Boris G. Lazarev for “a new method of enrichment of helium with light isotopes”.

摘要:
Although the principles, methods, and terminology of a fundamental science, such as physics, should transcend geography, yet the branches of the science towards which a community chooses to direct its efforts may be expected to be influenced not only by geographical, but also by political and economic considerations.

摘要:
The problem of the origin of the cosmic radiation has provoked much controversy in recent years. The proponents of a literally cosmic origin (see, for example, the article by Serge A. Korff inPhysics Today, January, 1950) survey the properties of this radiation and what is known of the universe and conclude that the cosmic rays must be either the product of some interstellar mechanism or energetic particles “left over” from the creation of the universe itself. Those who favor the hypothesis of the origination of cosmic rays within the solar system (Edward Teller,Physics Today, August, 1949), on the basis of much the same empirical information, arrive at a considerably different result. As is frequently the case when two apparently opposing points of view, both expounded with equally convincing logic, are held on a problem, the actual solution as it appears today seems to combine important features of both.

摘要:
Readers of these Washington Reports may have noticed that for the past several months we have been discussing agencies and activities which are somewhat interrelated and which are concerned in one way or another with the international aspects of science. This grouping has been deliberate with the series to date: The Fulbright Program (April), Science in the State Department (May), and the National Science Foundation (June). It is continued with the present paper which has to do with the Division of International Relations of the National Research Council (NRC).
