摘要:
Of the approximately thirty elementary particles known or assumed to exist today about half are charged. The rest are electrically neutral, though some of these undoubtedly consist of positive and negative charge distributions, as does for example the neutron. A complete understanding of these particles will involve quantum mechanics, quantum field theory, or perhaps a not‐yet‐dreamed‐of theory. But under certain conditions a classical description is adequate.

Last October the Physics Department of New York University at Washington Square played host to about 300—shall we call them luminaries?—in the field of luminescence at a five‐day international conference. It was the first time an attempt was made, on a large scale, to bring together researchers in the luminescence of organic systems and those investigating inorganic systems. As the chairman of the conference, Professor Hartmut P. Kallmann of NYU, one of the rare few who work in both fields, said: “I feel a little like a man who has two very good friends, but these two friends don't speak to one another.”

More than 120 college and university physics instructors met at the University of Washington in Seattle on May 5 and 6, 1961, for a discussion of problems in undergraduate physics teaching. They represented 50 institutions in the states of Alaska, Idaho, Montana, Oregon, and Washington and the province of British Columbia, including virtually all of those which offer college‐level physics courses. This conference, sponsored jointly by the National Science Foundation and the University of Washington, was the first of its kind held in the Northwest. From the enthusiasm of the participants it may be judged to have served a strong and recurrent need.

It is an honor to be invited to participate in this panel discussion and to be entrusted with as provocative a topic as the relationship between education and the nascence of new ideas and points of view. Being very imperfectly educated myself and having had no new ideas that anyone would take seriously, I can at least bring an objective point of view to my discussion. The topic is too vast to undertake without some limitations, for education is, properly speaking, the entire phenomenon of intellectual growth, and I would like to conceive of it in this context as the later stages of the formal educational or schooling processes. New ideas have come to men at all times of life, though the more imaginative ones seem to have been brought by the angel of inspiration between the callowness of extreme youth and the onset of age‐encrusted patterns of thought: tangential mental openings that these men and women were informed enough to discern and yet bold and uninhibited enough to pursue.

Testsof the new Australian radio telescope at Parkes, New South Wales, have indicated that the instrument performs as sensitivitely as its planners had hoped. Since October 31 of last year, when it was formally commissioned, the telescope has been recording up to three times as many radio sources in a given part of the sky as were known to exist before. The 210‐foot dish is now the world's second largest parabolic reflector; it is slightly smaller than the one at Jodrell Bank, although its sensitivity is rated higher.

Representativesof the Physics Departments of Sweden's four liberal‐arts universities (Uppsala, Stockholm, Lund, and Gothenburg) met recently at Uppsala University to complete the outlining of a new physics textbook which is scheduled for publication this year. It will be issued as a three‐volume work by the Almqvist & Wiksell Publishing Co. of Stockholm. A fourth volume is to follow which will contain solutions to physical problems, complementing the theoretical material in the main text.

A list of training programsin nuclear physics, chemistry, and engineering conducted by approximately 180 universities, technical schools, and research centers in Western Europe has been published by the European Nuclear Energy Agency of the Organization for European Economic Cooperation under the title,Catalogue of Courses on Nuclear Energy in OEEC Countries. The latest edition of theCataloguecovers the 1961–62 academic year and includes descriptions of the courses and of the equipment available for training in each institution. Copies of theCataloguecan be obtained from the OEEC European Nuclear Energy Agency, 38 Boulevard Suchet, Paris 16, France.

NEARLY 5000 participants and more than five hundred papers combined to make this year's annual joint meeting of the American Physical Society and the American Association of Physics Teachers the largest ever held in New York. Sixty sessions of contributed and invited papers, in addition to the traditional joint ceremonial session, a banquet, and several business meetings, were held during the four days between January 24 and 27.

IN June 1961 the American Physical Society and the American Philosophical Society applied through a joint committee to the US National Science Foundation for a three‐year grant “to record interviews with men central in the 1913–1938 quantum revolution and to retrieve documentary material on quantum theory and related scientific developments, 1898–1938”. The letter of application emphasized that, though quantum physics is the center of a revolution in scientific theory without parallel in modern times, the details of its development are largely unknown. Little of the battle of minds in the decisive period has been described, and even the records from which such a description might be drawn are fragmentary. Only those involved know who influenced whom and how and why in the formulation of quantum physics.

MEMBERS of the physics community who may wish to do so are invited to contribute books documenting the development and growth of physics to be placed in the American Institute of Physics' Niels Bohr Library of the History of Physics. The library will contain some archive materials, such as original manuscripts and notebooks of prominent physicists, as well as a general collection of books concerning the history and philosophy of physics. The Institute will welcome the donation of any books which would be of interest to a historian of science or to a physicist and which would help create, enhance, and strengthen a collection intended to serve not only physicists but all concerned with the role of physics in society and in man's material and intellectual culture. Collected works and classics of physics, including those of the twentieth century, would be of particular interest.
