Our nation is now passing through one of the gravest periods in its history. The fate of many the most precious things in the heritage of modern man will depend upon our ability to surmount the present crisis. Apart from the physical well‐being of those now living, many matters of profound cultural value which we have inherited through the intellectual enlightenment of the Greeks and the religious genius of the peoples of Asia Minor are at stake.

Shortly after midnight on October 5 at precisely 0015 GMT, the British Broadcasting Corporation listening station at Tatsfield, just south of London, recorded the now famous “beep‐beep” of Sputnik I on its very first transit. News of this detection and the official Russian announcement of the satellite launching were flashed almost simultaneously to a startled world. Thus began two months of feverish but magnificent improvisation and observation which saw the British in the forefront of the Western scientists engaged in tracking the Russian satellites.

Planning defense developments ten or twenty years from now requires the prediction of the future progress in various fields of science. While such a prediction should be influenced by the experience gained from present and past progress it would be of little value to make a simple extrapolation from the present to the future. The future of scientific and technological developments will be what we make it. The best way to forecast them is to take into account the potentialities of rapidly advancing fundamental research. The best way to influence them is to increase those potentialities by close contacts between fundamental research, applied research, and engineering.
