If the success of a meeting is judged by the number of times a session chairman is forced to terminate discussions, the “1962 Conference on Radiation Effects in Glass” must be considered exceedingly successful. This conference was held in Rochester, N.Y., on April 12th and 13th at the Dryden Theater of the Eastman House of Photography. It was designed to bring together persons actively working in this field which actually includes many materials in addition to glasses. Glass technologists and especially glass physicists have always had considerable interest in crystals that are basic glass‐forming materials, e.g.,SiO2,Al2O3,etc. Consequently, a large fraction of the papers presented dealt with these substances. This interest also stems from the fact that the coordination of the atoms in many crystals persists as short‐range coordination when they are incorporated in glasses. In fact, at this conference, glass‐forming crystals were the subject of almost half of the papers presented. Also, more than half of these papers, i.e., one fourth of the total, were concerned with electron spin resonance in natural or synthetic quartz. An introduction to the subject of ESR was given by O. R. Gilliam of the University of Connecticut, who also presented some recent results on the numerous paramagnetic centers found in irradiatedAl2O3.It appears that practically any variation in radiation conditions produces a new center in this substance. However, none of them have been worked out in complete detail.

As a representative of a scientific society which has membership on the US National Committee of the Fe´de´ration Internationale de Documentation (FID), I will be concerned primarily here with the problem of international scientific documentation as seen by a physicist‐administrator intensely interested in the work of both FID and the American Documentation Institute, and at the same time having close ties with the documentation committees of the International Union of Pure and Applied Physics and the International Council of Scientific Unions. Because of the very limited time available, I will restrict myself to two aspects of the problem, hoping to obtain your reactions to some thoughts on this subject which have been going through my mind during the past several months.

WE know that our picture of the universe is very strongly influenced by our means of perception. Basically, we are eye‐hand‐coordinated animals. Perhaps our sensory and psychological apparatus prejudices us in favor of some particular picture of the universe, when in reality the picture is warped by being filtered through our particular sensory and nervous equipment. This is, of course, a very old philosophical problem, and one can say that the use of measuring apparatus sensitive to things we cannot observe directly would go a long way toward removing this kind of prejudice. The suspicion remains, however, that intelligent beings very differently endowed than we are might come up with a very different picture of the world. For example, the space‐time of such a creature might have a dimensionality different from ours, or other concepts might be basic and lead to a whole different structure from the one we have so painfully evolved over the centuries—often by stripping away prejudices.

IT seems particularly timely to offer a broad discussion of the background and implementation of the Interdisciplinary Materials Sciences Program of the Advanced Research Projects Agency. It is one which is unique in many respects and has attracted considerable interest within the scientific community. It is revolutionary in character, and there have been numerous inquiries concerning the program from the agencies of the government as well as from industry, research institutes, and university personnel engaged in or associated with materials research. Our purpose is to present some of the fundamental aspects of the program and to provide an insight from which the philosophy, objectives, and implementation will become a coherent pattern.

The Sixth Annual Fluctuations in Solids Symposium was notable for the number of new random effects discussed, which is indicative of the ever‐widening scope and application of noise phenomena. This one‐day meeting on May 17, 1962, was held for the first time at the University of Minnesota and again provided an informal forum for those actively working in the field to discuss their most recent results and current problems. Co‐hosts for this year's meeting were A. van der Ziel and K. M. van Vliet of the University of Minnesota, who succeeded admirably in organizing the random contributions of participants into a coherent program. Following the welcoming remarks by Dean F. Verbrugge, the discussions were arranged into four major areas: (1) noise in devices, (2) theoretical problems, (3) noise in materials, and (4) special topics.
