IN 1939 Professor W. F. Giauque, of the University of California, proposed that we change the manner of defining the number scale of the absolute, thermodynamic (Kelvin) scale of temperatures by assigning a number to asinglereproducible thermal state (e.g., triple point ofH2O). At present the number scale is defined by assigning a number (100) to the interval betweentwofixed points (“ice” and normal boiling points ofH2O). J. P. Joule and Lord Kelvin made the same proposal one hundred years ago but it was forgotten until it was made anew by Giauque. Joule and Thomson in 1854 said the proposed change in definition “must be adopted ultimately” because the definition based on asinglefixed point is “preferable”.

摘要:
PUBLICITY accorded to power reactor development and to noises from the Marshall Islands notwithstanding, the Atomic Energy Commission still has a healthy interest in those parts of its programs which are devoted to fundamental physical research. A prominent example is the AEC‐financed $9 million Bevatron recently completed at the University of California Radiation Laboratory in Berkeley. Housed in a circular building that rests in a depression of Charter Hill overlooking the University campus, the 10 000‐ton proton accelerator was first successfully operated at an initial energy level of 20 Mev on February 15th. By March 12th the energy had been gradually increased to 5 billion electron volts and, according to a University announcement, efforts are continuing to reach the machine's full design energy of 6.25 Bev.

THE GOVERNING BOARD of the American Institute of Physics, at its meeting in New York City on March 13th, elected Frederick Seitz, research professor in the physics of solids at the University of Illinois, as Chairman for 1954. Professor Seitz succeeds George R. Harrison, dean of science at the Massachusetts Institute of Technology, who has served for the past seven years as Chairman and has been a member of the AIP's Governing Board for a total of ten years.

It has been said that there is no correspondence between the amount of money spent for research and the amount of “true” research being carried out in this country. Others use the terms “research funds” and “research activity” synonymously. It is not uncommon to hear it said that more funds tend to diminish the number of fundamental discoveries in basic research, and on the other hand, that more and more money is needed for the kind of research that we are doing today. Probably the true relationship between research funds and the prosecution of worthwhile research lies somewhere in between these extremes. But whatever the correct correlation factor between tangible funds and intangible research may be, good data on funds invested in research are needed in national thinking and in comprehending some of the problems met with in the administration of research programs.

It is indeed an honor and a pleasure to have the opportunity of addressing you on the occasion of Science Day of the sesquicentennial celebration of the founding of Hebron Academy. It is perhaps somewhat rash of me to undertake the presentation of a topic as ramified and complex as the relations of science to national affairs, but the profound significance of this subject, both for the individual and for the country as a whole, has provided me with the courage for such an undertaking. I am deeply concerned about a number of rather widespread misunderstandings about these matters, and I hope to be able in the following remarks to clarify some of the subtler points which, when viewed superficially, lead to erroneous and even to potentially harmful conclusions. My remarks, I trust, will be applicable with equal validity both to the physical sciences—mathematics, chemistry, physics, geology, etc.—and to the life sciences—biology, botany, zoology, etc.—and you will forgive me if I draw most heavily on physics because of my own more intimate acquaintance with this science.
