摘要:
It is customary when a Washington bureaucrat gives an after‐dinner speech for him to discuss something about his own agency, its past achievements, its aims and ambitions, its predictions for the future. However, I speak to you tonight from an anomalous position. I am a “lame duck” in one agency and an unhatched egg in another. It would be presumptuous of me to discuss the problems or the future of either. I have chosen, therefore, to give you briefly a few of the general impressions I have gained during my two years and one week as a scientist in government. Specifically I would like to speak of the responsibilities of scientists in the society of today.

摘要:
The past two years have seen the rise of a vigorous discussion concerning the extent and adequacy of graduate education in the United States. As physicists and engineers, we cannot ignore this discussion in its broad implications, since the natural sciences and the emergent engineering and technology are at the focus of the discussion—advanced training in physics and engineering is at the central line of that focus. This public discussion arises in response to the growth of very powerful social, economic, scientific, and educational forces—all of increasing intensity. Moreover, the emergence of new and powerful technologies out of our successful progress in science is further enhancing the community forces that react back upon us and our activities as scientists.

摘要:
Argument over the degree of centralization of technical library facilities in universities, industrial organizations, or governmental institutions is widespread. The lines of difference are fairly clear. Library administrators claim that centralization is required for economical, efficient acquisition and management of the huge numbers of publications involved in an up‐to‐date, well‐stocked library. Users, on the other hand, argue that they cannot read and study effectively and efficiently unless frequently used documents are within easy reach.

What is a handbook? The word “handbook” seems to have received its start in life as the English form of the German “handbuch”, with the adoption not always having received complete approval. In hisEnglish, Past and Present(1871), Richard Chenevix Trent refers to this handbuch‐to‐handbook caper and says, “Possessing the word ‘manual’, we need not have called ‘handbook’ back from an oblivion of 900 years.” James A. H. Murray, inA New English Dictionary on Historical Principles(1901), gives the 900 A.D. definition of the Old English “handboc” as “a small book or treatise”.

The Ernest Orlando Lawrence Memorial Awards for 1963, given by the Atomic Energy Commission for recent meritorious contributions in the field of atomic energy, were presented to five scientists at a ceremony held on April 25 at the National Academy of Sciences building in Washington, D.C. Those receiving the $5000 awards were Herbert J. C. Kouts of Brookhaven National Laboratory “for the development of new experimental techniques in reactor physics and their application to a better understanding of theoretical models of chain‐reacting systems”, L. James Rainwater of Columbia University “for contributions to nuclear physics including the experimental determination of many important neutron cross‐sections and our understanding of complex nuclei”, Louis Rosen of Los Alamos Scientific Laboratory “for the development of new experimental techniques and their application to a better understanding of the nucleus as well as to the diagnosis of weapon behavior”, James M. Taub, also of Los Alamos, “for contributions to the metallurgy of uranium and other special nuclear materials including the development of ingenious methods for fabricating materials into special shapes with tight dimensional tolerances”, and Cornelius A. Tobias of the University of California at Berkeley “for contributions to the understanding of basic radiobiology of cells including his studies of the biological effects of heavy high‐energy particles”.
