Modern motor cars and trucks depend increasingly on sophisticated electronic control systems to make life more comfortable for the driver and to enhance vehicle safety. Itis important that these systems neither radiate excessive electromagnetic noise, which could cause interference withon-board or domestic radio reception, nor be susceptible to the electromagnetic fields that the vehicle will encounter onthe road, since the latter could compromise vehicle safety. The article reviews the way in which EMC has been tackled by the automotive industry for the last 40 years and concludes that the automotive industry is well placed to comply with European Community EMC legislation.

The function of a speech coding algorithm is to convert an analogue speech signal into a digital form for efficient transmission over a digital path, or efficient storage on a digital storage medium, and to perform the complementary function of converting a received digital signal back to analogue form. The article reviews those speech coding techniques which are already being extensively used in telecommunications applications. As well as explaining the basic principles employed by these speech coding algorithms to achieve efficient digital encoding, examples of telecommunications services which use these algorithms are presented.

A 29 GHz radio system was initially developed to solve difficulties with providing a satellite-based racing information video distribution service direct to business customers where satellite antennas could not be provided at the customers' premises. The system was used for the final link for distributing the service. Short-range distribution is provided from a 29 GHz transmitter to a number of receivers within a circular coverage area. The system has also been adapted to provide point-to-point video transmission for other services. Minimum-cost manufacturing techniques were considered from the outset to ensure that the radio equipment could be produced at low cost in the production volumes anticipated.

Many cognitive tasks that are easy for humans to perform are proving difficult to emulate in computer systems. Combining the disciplines of psychology and engineering may offer a solution to some of these problems. A connectionist or neural network model of face recognition by humans which incorporates aspects of a model proposed by cognitive psychologists is presented. A comparative set of experiments has been performed using this simulation and human subjects for familiar face recognition. By employing the same stimuli for both humans and the computer model, it is possible to advance not only our understanding of human cognition but also to develop improved automated systems for face recognition.

The paper describes the BUNI (broadband user-network interface) Demonstrator Project (R1081) of the RACE programme which is concerned with the experimental implementation of the emerging standards for the broadband user network interface. The BUNI demonstrator network, comprising two broadband customer premises networks and two broadband switches, is explained in some detail to give the reader an insight into the complexity of the complete demonstrator. The signalling concepts are described to illustrate the innovative nature of the project and to give an indication of the facilities which broadband ISDN will offer. An overview of the services which will be available at the BUNI demonstrator site is given.

An implementation architecture for a telecommunications management network (TMN) suitable for the management of integrated broadband communications in the CEC RACE programme is described. The architecture is intended to support the future implementation of TMN systems within Europe and elsewhere. Having outlined some of the motivations for the development of a TMN architecture, the paper introduces the various functions associated with a TMN. An overview is given of the functional and physical views of the TMN. One of the major components of any network management system is the management information base. This is described in some detail because of its central role in the architecture. Finally a list of some of the open issues still remaining concludes the paper.

The paper deals with the ATM (asynchronous transfer mode) - specific functions of source policing and connection acceptance control and their relationship to network management. The aspects of ATM-specific network management are based on the results achieved by the RACE project R1022, ‘Technology for ATD’. It is shown how these functions can be implemented according to the TMN (telecommunications management network) architecture suggested by the RACE project GUIDELINE (R1003). The interaction between these functions and other network management functions is discussed and the interaction of these functions with the management layers is presented in a way which is not dependent on the specific algorithms used for source policing and connection acceptance control.

To support the massive demand for mobile services third generation land mobile systems will be based on a new architecture concept and adaptive techniques. Moreover, these systems are expected to offer service quality comparable to that of fixed networks contemporary to their deployment. UMTS (universal mobile telecommunication system) is the developing pan-European concept for third generation mobile systems. The paper briefly overviews the requirements for and the emerging architecture of the UMTS as they appear at the transition between two RACE research phases and the beginning of dedicated standardisation activity in ETSI.
