ABSTRACTPerformance ratings are probably the most widely used criteria in personnel evaluation. To determine the psychometric quality of performance ratings, practitioners generally evaluate ratings in terms of reliability and validity. This article presents generalizability theory as a measurement procedure that can be used to assess and improve the reliability and validity of ratings of employee job performance.

ABSTRACTThis paper describes a model for designing responsive instruction based on the principles of active responding, feedback, and branching. The Responsive Instruction Model (RIM) consists of a set of procedures and prescriptions for designing specifications for responsive instruction. Five components make up RIM: objectives, entry behavior, content, questions, and boundaries. The latter three components are described in detail. RIM currently is being evaluated on the basis of its application by graduate students to the design of specifications for instruction for a variety of learners and content.

ABSTRACTThe purpose of this paper is to identify some key issues involved in developing economic and societal impact indicators for vocational rehabilitation outcomes. A case study approach is adopted which focuses on the role and performance of the Victorian Accident Rehabilitation Council (VARC)—a key agency in the recently established (September, 1985) WorkCare system in the State of Victoria. This paper is, in part, an outgrowth of a recently completed management review of VARC (Parliamentary Joint Committee on WorkCare, 1988), but it also reflects a number of longstanding concerns by the author in the specification of objectives and performance indicators—internal, client specific, and societal—of public agencies. ABSTRACTThis paper discusses some key issues involved in the evaluation of outcomes from vocational education and training in Australia where a number of vocational education and training policies have been introduced at both federal and state levels. These policies have been a response to Australia's relatively poor economic performance over the last decade in an attempt to overcome the perceived (and actual) deficiencies in the labor market and the skills of the work force. The paper focuses in particular on the vocational education sector in Victoria where the agency responsible for the provision of vocational education (The State Training Board) has instituted a number of plans without clear specification of its objectives or establishment of program evaluation processes. Finally, the paper proposes a research strategy to evaluate progress rates, outputs, and outcome measures.
