People in both water agencies and health departments understand not only the literal meaning but also the liability implications of a cross connection. A cross connection control program that does not include mandatory annual testing and maintenance of all devices by certified personnel is potentially a greater liability than no program at all.

A penalty imposed by a Wyoming statute for installing or modifying a public water system without a permit was civil in nature, according to the state supreme court. Thus the court held that the defendants here were not entitled to rely on their right to remain silent on the basis that the proceedings were criminal.

In estimating costs for utility compliance with the organics regulations, the Environmental Protection Agency developed capital and operations and maintenance cost designs for a series of unit processes, and presented them as a function of given design parameters. The cost data are intended to be sufficiently accurate for preliminary planning and flexible enough for cost effectiveness studies.
