This article discusses the Delaware River Basin Contract, signed into effect on November 2, 1961 by President John F. Kennedy. It represents an interjurisdictional cooperation that recognizes the basin's water resources as regional assets vested with local, state, and national interest in which they have a joint responsibility. The two‐fold agreement benefit accruing to New York is impressive in that the commission will not trespass upon the water developments created thus far by New Yorkers in the basin, and the signatories will not further challenge the diversions permitted to New York under the Supreme Court decrees. These advantages are assured for 100 years, no small benefit even if the compact fails to be renewed thereafter.

This article briefly outlines the economic and other values that have been realized from putting all of Arizona's share of the flow of the Colorado River to beneficial use. The article discusses the law of diminishing returns as applied to Arizona's economy, along with additional uses of Colorado River water in Arizona which can be achieved through capital investment. The Central Arizona Project (CAP) is presented, along with a discussion that fully justifies the capital investment necessary to increase Arizona's dependable water supply.

This article reports the results of a lO‐year study made in the mountains of West Virginia by the U.S. Forest Service. Streamflows of five small forested watersheds, ranging in size from 38 to 96 acres, have been gaged on the Fernow Experimental Forest in Tucker County, West Virginia, since the spring of 1951. In this study, forest cutting caused a considerable increase in streamflow, and was directly related to the amount of timber cut. The article discusses the relationship between the amount of increase and the amount of precipitation, along with the augmentation of low‐flow by commercial clear‐cutting, the effect of clear‐cutting on evapotranspiration, and the reduction in water quality being affected by the method of logging rather than the amount of timber cut.

This article discusses the optimum‐energy technique used for the determination of costs of saline water conversion. The optimum energy requirements determine the optimum values of all thermodynamic design variables such as temperature differences, pressure drops, and flow rates. The resulting equipment combinations yield the achievable minimum possible cost of freshwater from the sea at the prevailing level of economics and technology. This technique of determining plant designs by finding the optimum energy requirement is called the optimum‐energy technique.

This joint discussion pertains to diatomite filters on public water supply installations for communities along the Saginaw‐Midland pipeline. To appreciate the special conditions under which diatomite filters have been installed, a brief description of this supply is given which will also establish the perspective for the subsequent presentation of experience and observations. “Experiences in Michigan” by T.L. Vander Velde and C.C. Crumley is based on field inspections and plant operating records for the diatomite plants on the Saginaw‐Midland pipeline, and demonstrates that there is a distinct correlation between raw‐water turbidity and relative length of filter runs. Satisfactory filter runs prevail for raw water turbidities under 5 units, at filter rates under 2 gpm/sq ft. Short filter runs prevail for raw‐water turbidities above 5 units at filter rates between 1 and 2 gpm/sq ft, and result in a significant operating problem. “Experiences in New York,” by G.W. Moore concludes that diatomaceous‐earth filters have advantages under certain limited conditions when the raw water is not heavily polluted, the average turbidity is 10 or less, and the maximum turbidity does not exceed 30 for any appreciable length of time. They should not be approved when treatment of seriously polluted water is considered or where high turbidities may occur. Harry N. Lowe, Jr., follows the article with comments on some of the conclusions presented by the authors.

This study found that the use of diatomaceous‐earth filters for iron removal was feasible both practically and economically. They will also remove manganese, but with shorter runs. Pressure filters were comparable with vacuum filters in removing iron and manganese. The use of magnesium oxide reduces the chemical and body feed costs considerably. Indicated costs for diatomite and magnesium oxide are $13‐15/mil gal. Filter costs are estimated at $30,000‐$60,000/mgd depending on the degree of automation and the type of filter. John D. Hem follows the article with a discussion on maintaining a sufficiently high oxidation potential (Eh) and pH throughout the treatment system so that iron and manganese will be oxidized and kept that way.

This article discusses a study of the Baltimore County Towson Fourth Zone distribution system to illustrate the procedure for conducting an analysis on an analyzer. Hydraulic analyses for system design are necessary to check analyzer set‐up against existing field conditions, to determine the size of proposed improvements under estimated future demands at the end of the design period, and to determine the timing and staging of these improvements. Many hydraulic problems can be solved using a McIlroy network analyzer in addition to distribution system design.
