This symposium paper begins by providing a brief overview of the issues encountered by a water utility manager, and then presents results of a 1958 survey on salaries of water utility managers in the U.S. and Canada. Four recommendations for qualifications for water utility managers are listed and include: all water utility managers should have at least a high school education; any water utility serving a population of 5,000 or more should have a full‐time manager; a utility serving 10,000 or more people should have a full‐time graduate engineer, preferably a registered professional engineer; and, a utility serving a population of 25,000 or more should have a college graduate (or equivalent) as its manager. The article points out that there is a real challenge in recruiting adequately‐qualified managers for small water systems, and provides statistics on population demographics and on utility manager's salaries for the state of Colorado.

This symposium paper discusses the need for a water quality standard as a reference against which water supplies can be measured and as a goal for individual water supply improvement. The paper suggests parameters that might be used as a starting point in developing a quality standard. Characteristics recommended by the U.S. Public Health Service (USPHS) for compliance in a quality standard as well as a safe water standard are provided.

This symposium paper discusses a survey on adequacy in plant facilities. Respondents were asked their opinions on the meaning of adequacy when applied to the following plant facilities: water supply; terminal storage; transmission lines; pump stations; filter plants; distribution storage; distribution lines; service connections; and, pressure zones. The survey results concluded that there were three factors that determine attitudes on adequacy, including: type of system – adequacy is dependent on the type of system and on the source of supply; economic situation – the best installations cost money; and, future adequacy – the length of time for which a system is expected to do the job.

This symposium paper discusses the importance of adequate accounting practices in utility management. The paper lists three categories of good accounting practices, including: customer billing, collecting and accounting; general accounting; and, general records and statistics (usually maintained by the accounting department). The paper also recommends a rating scale that breaks each area down into a series of parts, and allows utility managers to rate their own utility in the fields mentioned above.

This symposium paper begins by providing a list of engineering services that are required to adequately manage a water utility. The paper discusses the importance of maintaining the continuity of water utility records ranging from source of supply through physical plant to consumption for planning purposes. The correlation of accounting records and engineering reports is discussed in the paper as necessary for management to determine the feasibility of proposed programs.

This symposium paper discusses the importance of maintaining a friendly relationship between a water utility and its customers and their community. The paper states that adequacy in water utility public relations is achieved when the public knows and understands what the utility is doing and is planning to do. Public relations is adequate when the people are confident that the utility's program is sound in engineering, economically feasible, and is the best program for the community. The paper provides criteria for maintaining friendly relations with water customers, along with extra services that can improve public relations.
