摘要:
The author of this letter‐to‐the‐editor praises a recent article on ozonation (”A Treatment Plant Operator Assesses Ozonation,” Journal AWWA, August, 1985) and adds positive comments concerning the value of ozone in reducing chlorine demand. He states that ozone used in conjunction with conventional pretreatment may lower the chlorine demand enough to allow resumption of the free residual process and do away with the need to use chloramines to control trihalomethane formation.

The town of Castle Rock, Colo., has developed a dual distribution system that will provide metered nonpotable as well as potable water to most new residential and business properties In the community. The system is designed to conserve a deep, nontributary underground water supply while providing a more effective means of disposing of tertiary treated wastewater.

摘要:
Polyethylene (PE) and polybutylene (PB) pipe have gained acceptance in the water industry for their many advantages, and if used correctly, polyolefin materials have proved to be as reliable as more traditional materials used for service connections. The AWWA standards for PE and PB are being revised to incorporate recent improvements in the manufacture of the materials, and new guidelines for installing and handling the materials will be published in the appendixes to the standards and in a forthcoming manual.

摘要:
Reduction of winter water‐main breaks through the use of warm water was studied in a full‐scale project in Manitowoc, Wis. Condenser cooling water from a nearby electric generating plant was used in lieu of Lake Michigan as the winter raw water source. In two winter seasons of full‐scale operation, the number of main breaks was significantly reduced and community wide energy savings were realized. The cost savings associated with these results have been partially offset, however, by operational problems, including increased chemical addition and decreased filter efficiency.

Constrained budgets at the federal level suggest that state and local governments will have to assume a larger share of infrastructure spending. This has been true historically for water supply, for which federal funding has never played a dominant role, and is becoming increasingly likely for wastewater treatment as well. The limited federal assistance that might become available could take two forms: (1) targeted aid to economically distressed areas, and (2) unrestricted aid through block grants and revolving loan funds. Because congressional consideration of these matters remains incomplete, water supply and wastewater treatment managers have an opportunity to contribute to the legislative process.

The transport properties of representative organic solvents at a wide range of concentrations in polyvinylchloride (PVC) powders, films, and sheets have been studied by gravimetric sorption methods to assess the possibility of organic pollutants permeating through underground PVC pipe. The rate of penetration changes by many orders of magnitude as the concentration, or activity, of solvent in the environment is varied. Softening and significant permeation of PVC pipe seems possible only in the presence of nearly undiluted solvents or swelling agents for PVC. At lower activities, which still correspond to unusually high levels of environmental pollution, solvent transport follows ideal Fickian diffusion kinetics. Thus reliable extrapolations to pipe walls are possible from laboratory data on PVC powders and films. The calculated permeation rates are virtually zero for many centuries, indicating that rigid PVC pipe is an effective barrier against permeation of environmental pollutants.

In this discussion of Alan R. Berens' article on “Prediction of Organic Chemical Permeation Through PVC Pipe” (Journal AWWA, November, 1985), Pfau notes the importance of Berens's work and points out that it complements permeation investigations at Battelle Laboratories. The work at Battelle has involved commercially available, unjointed and gasketed‐jointed, 4 inch water pipe (PVC, asbestos‐cement, and ductile iron) exposed to neat organic solvents and water‐solvent solutions representing highly contaminated environments. These investigations under worst‐case exposure conditions, are useful in determining the qualitative nature of permeation and in understanding basic mechanisms of permeation through water pipes. Gravimetric adsorption studies being conducted at Battelle will serve to verify Berens's results.
