摘要:
In this month's “Viewpoint,” the mayor of Indianapolis, Indiana questions the validity of the Safe Drinking Water Act as implemented. He states that such legislation can be highly disruptive to cities and systems already hard pressed to deliver a product or service, because in order to meet requirements under the law a great deal of money has to be spent. The goal of water suppliers is to provide high‐quality drinking water at a reasonable cost. In order for this goal to be realized, the USEPA must make the system work in a more rational and economically sane manner than it has since the act was made law.

Florida, which relies heavily on groundwater as a source of drinking water, must protect its aquifers from contamination, including that caused by saltwater intrusion and that caused by seepage into the aquifers. This discussion was sponsored by the AWWA Resource Division and occurred on May 17, 1982, during AWWA's annual conference in Miami Beach, Fla. The moderator was Thomas J. Buchanan, assistant chief hydrologist for operations, US Geological Survey, Reston, Va. Participants were Glenn M. Dykes Jr., Department of Environmental Regulation, Tallahassee, Fla.; J. Ignacio Garcia‐Bengochea, CH2M Hill, Gainesville, Fla.; and Gene A. Heath, general manager of the West Coast Regional Water Supply Authority, Clearwater, Fla.

The Northwest Water Commission was organized to supply water to four cooperating suburban Chicago communities. With supplies from wells that served individual communities shrinking, it became apparent in the late 1950s that water would have to be obtained from an alternative source. Securing the legal right to use water from Lake Michigan took 25 years and involved a US Supreme Court ruling. The system is now under construction and will be in operation by 1984.

An outbreak of typhoid fever in Yakima County, Wash., is compared with 11 similar episodes of groundwater transmission of typhoid fever reported in the literature. The survival time and the distance bacteria can travel in groundwater are analyzed by using a linear regression correlated with the velocity of groundwater flow in various types of soils.

Sampling of the Kalamazoo, Mich., water supply indicated unacceptable levels of tetrachloroethylene from an unknown source In a portion of the city's water distribution system and in one of the city's well fields. Sequential test wells were drilled to identify the source of contamination and to plot its movement through the aquifer. Purge wells now protect the remainder of the well field from future contamination by the abandoned dry cleaning business that was found to be the source of the contamination.

摘要:
Present and future protection of the nation's groundwaters depends on controlling the interrelated problems of excessive withdrawals and contamination. The author investigated the existing legal authority and identified gaps in federal and state regulatory laws as they apply to use of aquifers underlying the state of Georgia. The findings of this prototype case study could be applied in many states to coordinate and enhance groundwater protection, thus assuring the availability and safety of this natural resource.

The geohydrology of Florida allows deep‐well injection of treated wastewater in some areas if care is taken to assure protection of overlying aquifers used for public water supplies. Precautions are described that must be taken during construction, operation, and ultimate abandonment of the disposal wells to assure containment of injected wastes.
