This area of technological advance not only has made possible but has also required the use of increasingly more complex components and systems in water‐utility operations. It also has made it increasingly necessary to employ more sophisticated techniques and equipment in the design and operation of those facilities. Since Jan. 1970 the Los Angeles Dept. of Water and Power has suffered three major circumferential pipeline breaks in a portion of the newly constructed Second Los Angeles Aqueduct. In each case the pipe line failed in a brittle manner. Since the first failure, the department has conducted extensive metallurgical investigations, stress analyses, numerous tests on the steel plate, and a thorough analysis of welding procedures and techniques. Presented are the various factors pertinent to the breaks and recommendations based on the experiences and investigations.

Inert to chemical actions of natural waters and soils, PVC pipe should neither rust, corrode, pit, tuberculate, nor dissolve during water service. Moreover, PVC can be fabricated in long, smooth‐bore, lightweight sections that are easily joined. Because of these features, PVC pipe has potential in water‐distribution mains in the public‐works field. This article presents one viewpoint of PVC pipe's capabilities that may solicit contrary comments.

The basic properties of reinforced‐plastic‐mortar pipe are being determined by lab and field studies of burst, creep, and stiffness after exposure to environments of acid, alkali, synthetic‐soil extract, tap water, and distilled water as part of a government‐industry cooperative study. Scaling factors are being developed from the test results on 12‐, 24‐, 36‐, and 48‐in. Class 60 pressure pipe.
