After a fire destroyed two businesses when the fire department experienced water supply and pressure problems, the owners sued the Western Pennsylvania Water Company and were awarded damages. However, a Pennsylvania appellate court ruled that the Public Utility Commission rather than the courts had jurisdiction to hear the case initially.

A nonprofit technical assistance organization has successfully developed rural water and sanitation projects in remote mountain villages in Guatemala. Essential parts of the program include appropriate technologies, village participation, self‐financing, village–managed operation and maintenance, and use of paraprofessional rural water technicians.

摘要:
Costs of systems that would provide different levels of water and sanitation services for a Brazilian community were analyzed by using local cost data and computer techniques. At all levels of service, the cost of supplying both water and sanitation is approximately twice that of providing water alone. Of the five systems investigated, one in particular appears to be economically feasible and attractive for many communities throughout the world.

To reflect recent advances in scientific knowledge concerning the presence of contaminants in water supplies and their effects on human health, the World Health Organization (WHO) is revising the third edition of itsInternational Standards for Drinking Water(1971) and preparing an internationally applicable set ofGuidelines for Drinking Water Quality, taking into consideration the special practical needs of developing countries. This paper reviews some of the principles and approaches used in developing the new water quality guidelines.

A dye‐tracing study was used to document the path of waste streams that could flow through surface sinkholes directly into an underground aquifer, the source of water supply for much of northwestern Jamaica. Knowledge of the behavior of groundwater flow will enhance optimum siting for further well water development.

Lime–soda softening effectively removed several humic substances from solution, including a fulvic acid isolated from a local groundwater supply. Removal increased with increased pH, increased amounts of precipitate, and decreased concentrations of TOC and was enhanced significantly by the presence of magnesium or phosphate, especially when a small amount of precipitate was formed. Lime–soda softening achieved at least partial removal of several soluble organic chemicals, although some were not removed to any significant extent. Soluble calcium caused the precipitation of several organic substances in the absence of carbonate ion, indicating that precipitation is a potential removal mechanism. Experimental evidence for other removal mechanisms is discussed.
