The topics presented in this joint discussion include: Planning and Marketing Bonds, in which Everett S. Emerson discusses, from the borrower's point of view, the financing and coordinating elements taken care of by the consultant in each bond issue; Legal Procedures for Financing, in which Clarence E. Crowe discusses the legal limitations of the city's power to borrow the money for the job; Debt Administration, in which W.E. Tinsley discusses three of the most important rules of the administration of utility debt; and, Financing Provisions of the Housing and Redevelopment Act, 1961, in which James R. Singleton discusses the objectives and financing provisions of the law, which established a program to alleviate conditions of substantial and persistent unemployment in certain economically depressed areas. The article includes an open discussion between the authors and other water industry professionals, on why revenue bonds are considered an important investment by bankers, and the effect of a wet year on coverage.

Part of the extensive training and educational activities at the City Public Service Board in San Antonio, Texas, is a program for the recruitment of college graduates. The program, composed of three parts – summer undergraduate work, campus recruitment, and cadet training and orientation – is the subject of this article.

Because of the United States' explosive population rise and great expansion of industry and irrigation with their great thirst for water, it was prudent for the government to search for new sources of freshwater and to choose conversion, or desalinization, for study because of its tremendous potential. The article discusses the technical challenges of sea water conversion, brackish water conversion, and presents several alternative approaches to expanding water supplies besides conversion that include: reduction of evaporation from impoundments; weather modification; more efficient use of water in agriculture, public supply, and industry; reuse of water; water pollution control; more storage, both above and below ground surface; and, watershed management.

This article discusses the Montebello Tunnel‐Cromwell Pumping Station Project administered by the Baltimore County Department of Public Works. The system was completed in 1962 and operates as an integral part of the distribution system under the auspices of of the Baltimore Bureau of Water Supply.

This article discusses a study of the suitability of a variety of anion exchangers for the removal of alkyl benzene sulfonate (ABS), a major surfactant used in most household detergent compositions, at levels which might be encountered in sewage or water supplies. The work was divided into three parts: exploratory equilibrium tests; column capacity tests; and, possible regeneration methods. Possible commercial application of this process is discussed. Micelle formation within the resin phase is postulated as a possible mechanism for the observed phenomena, and the analogy to “organic fouling” is pointed out.

This article discusses the effects of physical and chemical characteristics on aquatic life in rivers in the southern and eastern parts of the U.S. Topics discussed include: the importance of aquatic life in a river; the effect of the physical and chemical characteristics of a river on the human use of a river without serious harm to aquatic life; and, the effect of these characteristics on the ways in which aquatic life indicate the consequences of municipal and industrial wastes.

This report revises the 1954 task group report on fluoridation in the U.S. and Canada in regards to the names of all places adding fluoride to their water supplies, the number of communities served by these supplies, and the population served, as based on the 1960 census. Statistics on Puerto Rico are also included in this report.
