This discussion concerns the broad subject of chlorination. Related topics discussed by the panelists include; disinfection, disinfection byproducts, trihalomethanes, health effects, waterborne diseases, toxicity of chlorinated wastewater discharges to fish and aquatic animals, and regulations. The interdependency of wastewater treatment and drinking water treatment is addressed. Filtration is seen as a means to eliminate pathogens and disinfection byproduct precursors.

In response to mandates of the 1986 Safe Drinking Water Act amendments, the US Environmental Protection Agency is developing, proposing, and adopting new drinking water regulations that are significantly changing water treatment practices and water utility operations. In February 1990, the author summarized the history, content, status, and schedule of regulations as of January 1990. In this article, the author presents updated information on the regulations covered in the February 1990 article and summarizes new and anticipated regulations as of January 1992.

Compliance with recently proposed maximum contaminant levels for radon is likely to involve a significant expenditure for the US public water supply industry. More than 30,000 utilities are expected to find that their groundwater supplies exceed the proposed limit of 300 pCi/L. The authors of this article have estimated that the costs of installing and operating radon removal technologies across the United States will amount to $2.5 billion/year, with more than two thirds of those costs being borne by the very small water systems that serve 500 or fewer people.

The new coliform rule promulgated by the US Environmental Protection Agency in 1989 presents a basic and fundamental change in monitoring strategy. The information obtained from this new type of sampling must be handled differently than the density data obtained under the old rule. A statistical analysis of the rule indicates that water of acceptable quality may be found to be in violation of the standard a significant portion of the time and that water of unacceptable quality may be found to meet standards, particularly when small numbers of samples are taken. Monitoring results can be used to estimate the fraction of coliform‐contaminated water and the confidence intervals related to these estimates. Water system conditions that may significantly affect public health violate the assumptions used to develop the standard.

Many states have become involved in the process of developing drinking water standards or guidelines for contaminants in drinking water. In 1985 the US Environmental Protection Agency (USEPA), in cooperation with a small number of state agencies, formed the Federal–State Toxicology and Regulatory Alliance Committee (FSTRAC). Now, a majority of state drinking water and risk assessment programs have joined the USEPA for the purposes of exchanging information on the risk assessment of drinking water contaminants and improving the coordination of federal and state drinking water risk assessment and standard‐setting activities. l?XRAC conducted an extensive survey of the 48 primacy states, Puerto Rico, and the USEPA for information on each drinking water program, including existing and planned standards or guidelines for chemical contaminants as of January 1989. The bases for these standards and guidelines were also requested from each state, as well as an explanation of which factors besides risk assessment (i.e., treatment feasibility, cost) were used in the standard‐setting process.
