The Port of Seattle and King County Water District (KCWD) were duly constituted municipal corporations in King County. The port's boundaries were conterminous with the county's. The port provided water service to the international airport, which it owned and operated. The port began construction of several improvements on property it acquired at the airport; it proposed to provide water service by extending a water line to the property from the airport. The KCWD, which had adequate existing water lines in place to serve the port's acquired property, objected to the proposal. KCWD had included the property in its comprehensive water plan and had made major capital improvements there. KCWD sought an injunction against the port's proposal. The trial court ruled in favor of KCWD. The trial court decision was reversed on appeal.

The U.S. Environmental Protection Agency (USEPA) proposed National Drinking Water Regulations July 18, 1991, for six radionuclides, including radon. One of the more than 600 sets of comments submitted in response to this proposed rule, most focused on radon. Comments are sharply divided over how radon should be regulated in drinking water. Opinions about the most appropriate level for the radon maximum contaminant level (MCL) are widely divergent. An overview of submitted comments regarding the radon MCL and the issues behind the current debate are the focus of this article.

Analysis of weekly water use in Los Angeles and San Diego, California, indicates that drought response programs in both cities achieved 22–25 percent reductions in 1991, despite differences in their respective approaches to conservation. Most of the reductions were achieved during the summer of 1991, but water use even during a late fall wet period continued to be significantly below levels that would have been expected without conservation. It is suggested that more attention be given to actual levels of compliance with water use restrictions than to nominal differences of voluntary versus mandatory conservation.

US water suppliers are increasingly incorporating conservation into their management strategies as a way to enhance supply capacities and shift consumer demand toward sustainable‐use patterns. Incentives to the utility for following this management strategy, aside from the conserving of water, include reduced investment and operating costs and preservation of environmental assets. Disincentives include revenue shortfalls, more frequent rate adjustments, and difficulty predicting future demand. Recent experience by the electric utility industry indicates innovative program‐financing mechanisms may be required if conservation is to be a worthwhile and economically safe venture, particularly for investor‐owned, regulated water utilities. For example, an important assumption associated with incentive strategies is that increased water efficiency is an equal substitute for water supply capacity and has equivalent value in the marketplace. Utilities need to quantify the economic and environmental assets of a conservation program so those elements may be justly incorporated into the financial considerations of alternative supply‐ and demand‐side planning options.

Assessing the economic consequences of potential water supply shortages can help water agencies determine the need for investment in long‐term protection from drought. In Phoenix, Ariz., the risk of drought damage in the long term justifies the need for additional drought protection through developing standby groundwater supplies and implementing permanent demand‐reduction measures. The most efficient way of dealing with the risk of drought in Phoenix is to maintain the existing standby groundwater supplies, add new wells, and develop a moderate, temporary demand‐reduction program. Without reserve wells, the city would have to resort to additional expensive supply acquisitions or very stringent restrictions on water use during periods of severe drought.

In response to challenges to contractually determined wholesale rates, rising revenue requirements, and demands for rate equity, the Austin (Texas) Water and Wastewater Utility is scheduled to implement wholesale cost‐based rates in November 1992. Rate alternatives derived from a comprehensive cost‐of‐service analysis will reflect hourly water demand data currently being collected for the utility's major customer classes. Water demand monitoring sites ensure statistical representation of customer class demands, and the three types of monitoring equipment were selected to minimize data collection costs, to provide sufficient data resolution, and to allow direct transfer of data to a relational data base. Preliminary results are encouraging.
