摘要:
This reader writes in disagreement with Wendell Inhoffer, one of the participants in “Roundtable” (JOURNAL AWWA July 1983). Inhoffer stated, among other things, that water saving devices are expensive and have limited effect in drought areas. The author presents results of a USEPA report entitled “Effects of Water Conservation‐Induced Wastewater Flow Reduction” to dispute Inhoffer's views. This report indicates that the use of water saving devices decreases operations and maintenance for wastewater collection systems, decreases chemical use and energy consumption, and decreases mass loadings.

In this month's “Viewpoint,” the author discusses the need for regulatory bodies to develop new ideas and procedures for regulating the production of potable water that would assist utilities in providing water to customers at fair prices. Also discussed is the need to better educate the public concerning the true costs of treating and delivering potable water. Without this public relations effort, the public will not support rate increases which are inevitable.

This discussion, sponsored by the Management Division, was held on May 17, 1982, at the AWWA Annual Conference in Miami Beach, Fla. Participants agreed that the fundamental consideration in rate‐making is the cost of service. The discussion centered around methods various water utilities use to analyze the component costs that ultimately result in fair charges to all customers for water service. Participants were: Ronald D. Hardten of Black&Veatch, Engineers–Architects, Kansas City, Mo.; Elba L. Richey, vice president and secretary–treasurer of the Louisville (Ky.) Water Co.; Gary S. Saleba of Economic and Engineering Services, Bellevue, Wash.; Terry A. Scott, manager of rate administration for the Denver (Colo.) Water Department; and Charles E. Woods, retired executive director of the New Haven Water Co., now the South Central Connecticut Regional Water Authority. Robert L. Wubbena was moderator of the panel. A consultant specializing in utility management and financing, Wubbena is president of Economic and Engineering Services, Inc., Olympia, Wash., and is first trustee of the AWWA Management Division.

Water utilities cannot rely on traditional methods of financing debt for capital projects in today's volatile financial markets. Capital improvement plans should incorporate the flexibility needed to take advantage of opportunities in changing markets, thus allowing publicly owned water utilities to maximize their financial resources.

摘要:
Increases in water rates have tended to lag behind the rate of inflation during the past two decades as evidenced by a study of 152 water utilities. The real price of water, when adjusted for the rapid rate of inflation during the past decade, is less, in many cases, than during the 1960s. The price of water for industrial use has risen at a higher rate than the price of water for commercial or residential use.

Indexing would allow water rates to move up or down in response to changes in the cost of providing service. Although indexing techniques have not been applied to water rates, they are used in the electric utility industry and could provide a method of generating adequate water revenues, particularly during periods of inflation.
