The analytical preface to AWWA's latest publication of water utilities salaries and wages and employees benefits* is reproduced here.In the five or so years since the last similar survey, according to the report on these pages, the position of the water‐utility field relative to other utilities and industries has not changed: water utilities still lag in providing monetary rewards and benefits.Yet, as the report concludes, it is imperative that water utilities improve the quality of work aptitude of their employees by providing improved compensation and benefits if they are to improve water quality. This goal can't be met without enhancing wage, salary, and benefit incentives.

Scientific as well as philosophical bases for determining rate‐making policies have been increasingly questioned by a wider cross section of professional and public interest groups, and the water‐utility industry has begun to respond to criticisms of traditional rate policies. These trends have resulted in several fundamental changes that are more significant than any that have been made since the turn of the century. Acknowledging the new inclinations, this article focuses upon inquiries being made and the resulting responses.

An attempt is made to show the interaction of pricing and investment policies under conditions of indivisibilities, cyclical demand, demand that grows over time, and economies of scale.*All of these factors should be taken into account by a metropolitan water supplier, with the possible exception of demand that grows over time. Also, these factors should be considered simultaneously since they are inextricably bound together.

This article presents a view of engineering principles with regard to the problem as applied by the Natl. Demonstration Wtr. Project and the Com. on Rural Wtr. The Water Rates Committee of the Management Division has recently investigated the possibility of publishing a water rates survey in the JOURNAL.The committee's action was promulgated by the release of a survey conducted by the Hartford Water Co. of Connecticut in 1973 — a survey that had been undertaken with a view to determining possible rate structure during 1975–76.The Hartford survey reported data similar to that reported on these pages from about 75 respondents of 100 utilities queried.During the time that the Water Rates Committee was giving consideration to a water rates survey, another survey was being conducted by the Dallas Water Utilities of Dallas, Tex.This survey too was submitted to AWWA's Management Division. The JOURNAL'S editors became enlightened of the existence of the Dallas survey and requested permission to print it.The editors believed that this material would fit well into this economics issue. Moreover, the Dallas utility agreed to AWWA's acting as a clearing house for this survey and each planned annual updating of it. The JOURNAL'S editors propose to publish these updates as they become available.The tables that appear on these pages include data for 62 utilities from cities in 28 states across the US, plus the District of Columbia. All of the utilities service areas where the urban populations are in excess of 125000. In addition many service, either directly or indirectly, areas beyond that of the inner city, for which the population is reported.These are two sets of tables. The first, beginning with the next page, is concerned with billing procedure; the second set, beginning with page 236, gives data about the charges.AWWA thanks the Dallas Water Utilities for making the statistics available. And thanks to the Hartford Water Co. for showing the way.

The establishment of water‐quality standards and the imposition of moratoriums on new sewer‐line hookups have created a demand for methods of forecasting commercial water use, the research for which has been limited up to this time. Presented here, however, is a study which includes water‐use‐prediction equations that may be helpful to urban‐design engineers and planners.

The City of Baltimore operates all of the water facilities in Baltimore County. Under an act passed in 1924, in return for development of these supplies, the city provides the county with water at cost. In recent years rates for county water have not kept up with the cost of supplying that water. As a result, certain changes were made with regard to the method of allocating city‐incurred expenses to the county.

An important consideration in the development of different types of water sources is, of course, relative cost. It is intended to provide here a data base of the costs of conventional water sources that can be compared with other water sources, such as desalting or recycling. Also individual utilities may compare their costs with other systems in the country.
