The author of this letter explains that contaminated drinking water is only one of several possible sources of transmission of infections and diseases and compares the cases of diseases reported from all causes with cases reported in outbreaks of waterborne disease.

During a one‐week tour of water treatment plants in France, the author observed several small, simple water systems as well as some of the largest and most sophisticated installations in France. Cultural expectations that affect water treatment practices were of special interest, as were the professional resources provided by privatization.

Highly sophisticated management and water treatment techniques are needed to serve the Paris metropolitan area with potable water. Most of the suburbs depend on supplies from the Seine, the Marne, and the Oise rivers, all of which are subject to the pollutants and accidental spills inherent in a densely populated industrial area. Privately operated water utilities serving the suburbs have responded with a variety of safeguards, including automated monitoring systems that allow immediate adjustments to be made in water treatment plants, interconnections among sources and municipalities, and state‐of‐the‐art treatment techniques. The authors describe the complexities and the challenges of providing high quality drinking water from low quality sources for the most densely populated region of France.

The authors offer several suggestions for ameliorating the watershed management problem in Pakistan and caution that understanding technological structures will not ensure success. A clear realization of the social, political, economic, and religious factors must also be achieved.

The Sultanate of Oman, a country in the Middle East with limited oil and water resources, is coping with the twin problems of rapid modernization and severely limited freshwater supplies by using multiflash distillation of seawater in conjunction with electrical power generation. Limited supplies of fresh well water are blended with the desalinated water before distribution. A series of five‐year development plans, the latest of which takes advantage of a new computer modeling capability, ensures an orderly expansion of the water system for the next several years.

Continuous efforts are being made by the General Organization for Greater Cairo Water Supply to improve both its organization and its systems. Two major problems confronting the organization are the shortage of technical personnel and the confusing diversity of equipment and technologies that have been received from various countries around the world. Institutional aspects of the organization that are currently being upgraded are employee training, inventory control, water conservation, and finances and accounting. Technological advances include expansion of a water treatment plant, updating of water quality control, improvements in engineering and planning, implementation of telemetry, construction of a plant for removing iron and manganese, and the introduction of mobile workshops.
