This month's “Viewpoint” discusses changes which the water utility industry will have to make if the new federalism takes hold. These changes include destroying the notion that water is an invisible, cheap commodity, reinforcing and implementing measures to protect source water quality, and developing new and better measurement techniques for identifying contaminants.

This discussion on urban water supply as part of the need for rehabilitation of the nation's infrastructure took place on June 7, 1983, at AWWA's annual conference in Las Vegas. Robert Spangler, AWWA director of public information, served as moderator. Participants were: William J. Marrazzo, water commissioner of Philadelphia, Pa.; Donald R. Boyd, director of the Water and Pollution Control Department of Kansas City, Mo.; Thomas E. Taylor, director of Dallas, Texas, water utilities; and Jerome B. Gilbert, general manager of East Bay Municipal Utility District of Oakland, Calif.

The relationship of upstream flow variables to the flow characteristics of check valves is examined. The phenomena of cavitation, vibration and noise, minimum flow required to open the valve fully, internal motion, and wear of the components are discussed. These effects should be considered in the design, application, and use of swing‐check valves.

摘要:
In 1982 the incidence of noncoliform colonies increased alarmingly in the standard membrane filter tests of samples from the Springfield, Ill., system. This signaled a potential problem with bacteria and was followed by coliform infestation in the water mains. Intensive measures were taken to control bacterial growth in the water treatment process and in the distribution system, with an ultimate goal of preventing the reseeding of the system by chlorine‐resistant organisms.
