In this report on the revision of the 1946 edition of the U.S. Public Health Service (USPHS) drinking water standards, the Advisory Committee recommends minimum requirements for reaching the goals of protecting the health and promoting the well‐being of individuals and the community. This revision of the drinking water standards includes the following: limits concentrations of radioactivity in water in an effort to derive conservative values from the best information now; and, limits several new chemicals including a gross limit for the concentration of some types of synthetic chemicals, and the more common chlorinated hydrocarbon and organophosphate insecticides. The committee recommended that a method for continual appraisal and appropriate revision of the standards be developed, and that studies be continued by the USPHS on the relationship of the biological, chemical, physical, and radiological aspects of water quality to public health.

This article discusses the rationale for the development and use of the present revision of the U.S. Public Health Service (USPHS) drinking water standards. Of special interest are the following three guidelines used by the committee in establishing limits for impurities in drinking water: greater attention should be given to the chemical substances encountered increasingly in both variety and quantity in water sources; in establishing limits for toxic substances, the minimum intake from food and air should be considered; and, the continuation of two types of limits used in previous editions that, if exceeded, will constitute grounds for rejection of the supply, and limits that should not be exceeded whenever more suitable supplies are, or can be, made available at reasonable cost. The basic assumptions that guided the development of the new standards are summarized as follows: domestic water supplies should protect the health and promote the well‐being of individuals and of the community, and these proposed standards are minimum requirements for reaching this goal; these minimum requirements should be based in part on compliance with good practices so as not to encourage any unnecessary contamination of drinking water; and, in many areas it will be necessary to use and reuse the same water, and to maintain quality as well as quantity.

This article discusses the relationship between commercial banks and various groups that make up the water industry. One of the most obvious relationships is the extension of credit to the manufacturers of materials used in building water facilities. Commercial banks also lend money to public and private entities that supply water, and when private corporations sell bonds, banks act as trustees and paying agents. The article discusses the Federal Banking Act of 1933 as far as allowing banks to underwrite general obligation bonds of municipalities, many of which are sold to finance water utilities. Selection of bond issues, general obligation bonds, revenue bonds, trust agreements, combination bond, bond sale, and interest payment and administration are all discussed.

Regulation applies to as many water companies as it applies to privately owned utilities of other types. On occasion, some people associated with the water supply field get the impression that water companies are poor relations among utilities, overshadowed by the electric, telephone, and gas companies. Water companies are required to comply with essentially the same rules, principles, and requirements of regulation that apply to, and have apparently been promulgated for, operations that are much larger in number of customers, invested or available capital, revenue per customer, or extent of justifiable administrative personnel. This article discusses the attitude of investors, accounting requirements, mergers, regulation of small utilities, and consequences of high application cost.

摘要:
This task group has found that accounts of actual operating experience with state water laws are rarely published. A review of the reports of operating experience that were published revealed a number of common water law features that strengthened or weakened operational effectiveness. The task group also found that a study of amendments to water laws revealed, by the nature of the amendment, the weaknesses of the basic law. Findings obtained in the limited time so spent on the recent statutes are incorporated in this report.

摘要:
This article describes the unusual central supervisory control, telemetering, and alarm monitoring of Madison, Wisconsin. During the last 10 years, Madison's population has increased by 40 per cent. At the same time, pumping facilities have increased by 60 per cent but automation has eliminated the need for additional operating personnel during the same 10 year period. The system's supervisory control unit is discussed, along with remote units, cost savings, and operation and maintenance.
