Since it is impossible to run any utility without qualified and competent personnel, the waterworks operator should put forth a major effort to recruit and retain people of high quality. Methods for recruiting and retaining good employees were discussed on May 21, 1969, at the Annual Conference, San Diego, by G. H. Dyer, W. R. Seeger, E. W. Becker, and J. B. Gilbert. Two parts of this discussion, which was moderated by H. E. Hudson Jr., are presented herein.

Municipal projects that are revenue producing should not have to depend on property tax assessments in order to fund capital improvements. The most widely used method of funding such projects is through the use of interest‐bearing bonds. Methods discussed for setting up and implementing a bond issue will be of interest to all owners and operators.

With the cost of a man capitalized at approximately $42,000, it has become necessary to look to automation for an answer to increased production costs. An account of automation systems development, especially when it is explained in a sequential manner, is valuable to the operator.

Chlorine dioxide is being increasingly used as a water disinfectant. Residual chlorine dioxide may, however, be accompanied by traces of chlorite, which carries a possible health hazard. The method presented determines both forms, and also provides for the separate determination of any associated free chlorine and chloramines.

The number of deepwells for wastewater disposal is increasing throughout the country. Recognizing the need for better knowledge of this practice, and of its physical and public policy consequences, the Ohio River Valley Water Sanitation COMMISSION (ORSANCO) has issued a monograph, “Perspective on the Regulation of Underground Injection of Wastewaters.” The following article is composed of three excerpts from it: the letter of submission covering the report, written by Robert K. Horton, Executive Director and Chief Engineer of ORSANCO; the first section of the two‐section report, written by Edward J. Cleary, consultant to, and former executive director of, ORSANCO; and the synopsis of findings for the second section, the full text of which was written by Don L. Warner, formerly with the Ohio River Basin Office of the Federal Water Quality Administration, now Associate Professor of Geological Engineering at the University of Missouri. Since both the short‐ and long‐term toxic effects of trace organic substances on fish are known, and the short‐term effects of these substances on man are known, a method of extrapolating to find the long‐term effects on man will be useful to all concerned with water purity.
