A public entity as well as a private citizen is liable for the acts of independent contractors should that public entity or individual employ an independent contractor. If the work involves “peculiar risk of physical harm to other,” then the contracting agency is liable for any possible injuries received by any employee.

Population growth and industrial expansion have placed a heavy demand on water‐treatment plants. By the time a new plant is completed, plans must be considered for its renovation or expansion. Consequently, plant designers must work with one eye to the future while designing plants to meet contemporary demands.

Cationic polyelectrolytes can effectively destabilize colloidal and particulate matter without the use of inorganic salts by one's applying increased mixing energy to rapid‐mix basins. A comparison of the sludges produced by polyelectrolytes and inorganic coagulants indicates that polymer sludge has a greater density, more rapid settling, improved dewatering characteristics, and significantly lower volume. Because of this and the increased ease of handling, cationic polyelectrolytes provide the advantage of lower overall treatment costs.

Water‐treatment processes remove impurities from ground water and surface water. The result of treatment, however, is a form of sludge that must be disposed of properly. Disposal of this sludge constitutes a problem for plant operators. But if the volume of sludge can be reduced prior to treatment, then the problem of disposal can be accomplished more readily.

Sludge lagoons have proved to be an effective type of disposal system in many parts of the world. Ideal as it may saem, lagooning of sludge is not cheap, nor is it a simple process. The brevity of the usable life span of a sludge lagoon—and its cost—should be seriously considered beforehand.

When state agencies involved with the California Wtr. Proj. realized the major need for more recreational areas in Southern California, they designed Silverwood Lake, located near the headwaters of the west fork of the Mojave River, as a multipurpose reservoir. One purpose of the lake is to serve as a storage reservoir for the fresh‐water influx of Northern California water. Taking advantage of this research opportunity, three California Sate Polytech. students launched a five‐month study of the lake's water quality, the results of which are presented here.
