The need for advance planning in water facilities prompted the city of Chicago to conduct a series of studies to enable them to carry out the planning before the need for an increase in facilities arose, instead of after. This paper outlines the probable construction costs, based on 1969 price levels, and details the steps taken in the planning.

Water for fire protection usually amounts to less than one per cent of the total water consumption in a given community. The demand for this water, however, occurs at relatively short time periods and high rates. An estimate of the portion of the total cost of a distribution system attributable to fire protection will be useful to operators.

The Washington State Department of Health, because of a lack of information relating to the effect of recreational activities on the quality of water flowing from protected watersheds, asked the USPHS to study this problem. In this study, a comparison is made between protected and unprotected watershed areas, and the effect of increasing human use in a heretofore protected area is researched.

Setting rates is a problem faced by all water utilities. There are various principles that guide management in this matter, and this study reports on a survey made to determine the bases for rate setting actually used, and the degree to which utilities followed the better‐established principles.
