In this letter, the author expresses concern over the increasing use of bottled water and home water treatment units. Use of bottled water or home treatment devices may result in less commitment to public water supplies and lower water standards. The author emphasizes the importance of implementing programs to educate people about high quality public water supplies, which should make alternative sources less desirable.

Guidelines are presented for implementing public relations programs for dealing with the media during crises. Utilities are urged to start communicating as soon as a problem situation exists and to communicate frequently. Specific strategies to help survive a media blitz are discussed including defining the scope of the problem, implementing a plan for communications, providing a spokesperson, informing employees, and keeping the press and local, state, and federal officials informed of developments. Experiences in dealing with the media after detection of high concentrations of bacteria in the distribution system at the South Central Connecticut Regional Water Authority in New Haven, Connecticut are related.

The New Jersey Supreme Court has ruled that Sayerville, New Jersey, could require new connectors to their water system to pay a proportionate share of the original construction costs for existing facilities. It also ruled that Eagleswood, New Jersey, could recover a portion of the principal and interest on a Farmers Home Administration loan in its annual rate charges.

Floodwater draining areas with serpentine deposits in the California Coast Range near Coalinga have carried sediment containing chrysotile asbestos in concentrations of up to 2.6 percent by weight into the California Aqueduct. The state of California Department of Water Resources used commercially available equipment to dredge the asbestos‐laden sediment from a 10‐mi (16‐km) portion of the aqueduct to determine whether removal of sediment is a feasible means of controlling concentrations of asbestos in the water. It was found that thorough dredging essentially eliminated the resuspension of asbestos fibers in water flowing through the dredged reach of the aqueduct, and asbestos concentrations in the dredged reach were not statistically different from the upstream background levels. Dredging to control asbestos makes a significant difference in water quality for the small domestic water systems that are supplied by the California Aqueduct.

Water plant intake lines for the city of Toledo, Ohio, pass through a privately operated hazardous waste disposal site. Safeguards were negotiated with the operators of the disposal site to protect the intake lines from possible contamination. The waterline security agreement described in this article was accomplished outside of regulatory processes since there were no specific federal, state, or local regulations covering such a situation. The agreement with the landfill operators includes design requirements and safeguards that provide for an estimated 60 to 6000 years of advance warning of contamination, based on the range of clay permeability, if an unlikely leak travels toward the easement from the hazardous waste storage cells.

Advances in the technology of water treatment allow significant cost savings in the construction and operation of treatment facilities. The cumulative effect of these progressive techniques has not yet been fully assimilated by all engineers, managers, operators, and officials of state regulatory agencies. The goal of modern design should be to optimize the complete water treatment system to take advantage of modern technology, such as flash mixing, flexible flocculation practices, improved inlet‐outlet designs for darifiers, optimized clarifier‐filter design, use of filter aids, air‐wash scour, and monitoring systems for filter head loss. Regulatory standards, particularly those that are technology‐based, should be reexamined to support cost‐effective design and to reflect modern engineering and operating practices.

In July 1978, the first of about 25 pitting corrosion failures occurred in the residential plumbing systems of private homes and condominiums in the Highland Greens subdivision of Fort Shawnee, Ohio. An investigation showed that the water distributed to the community promoted and supported the pitting corrosion. Treatment of the water supply by addition of sodium carbonate to increase the pH and to eliminate the dissolved carbon dioxide was introduced. Pitting attack diminished almost immediately, and new reports of leakage ceased within six months. Two corrosion test loops containing 100 tube specimens were exposed to raw and treated waters. The 50 specimens exposed to the treated water showed no pitting attack. About 20 percent of the 50 tubes exposed to the raw water displayed major pitting, with lesser but still observable attack in the remainder of the tube specimens.
