摘要:
In 1971 the Bear Creek Water Association received a certificate of public convenience and necessity from the Mississippi Public Utility Commission to operate a rural water utility. At that time the city of Madison, Miss, within 1 mi. of the certificated area, acquiesced. Since that time the water utility has been constructed and Madison has grown substantially, and now its boundaries include a part of the certificated area. In 1985 the city instituted eminent domain proceedings to condemn the association's water utility. The trial and appellate courts both ruled in favor of the association.

In this roundtable discussion, the terms contract services, contract management, contract operations and privatization are defined and examined. Each term describes a different level of outside participation in the running of a water utility ‐ from contract services which are advisory or consulting services, to privatization which involves financing and a certain amount of ownership in the utility by an outside entity. How these various services, and the companies who offer them, will be affected by the Safe Drinking Water Act requirements is also discussed. The consensus is that the SDWA will increase business for contract operations because of the need for more sophisticated levels of water treatment, and because there will be a number of new plants in communities that have not had skilled operations staff before.

This study assessed the impacts of waste discharges from a large water treatment plant on Mississippi River sediments. During the cleaning of two basins, the waste discharge increased the iron, aluminum, moisture, and organics content and changed the particle size distribution of the sediments. The influence of the discharge was confined to an area 100 ft (30 m) offshore and within 3,300 ft (990 m) downstream of the waste outfall. No measurable effects from the discharge were found one week after cleaning of the basins.

Decisions about whether to replace water mains are usually based on engineering judgment. Some quantitative rules for water main replacement have been developed based on a comparison of replacement costs with the costs of breaks. The formulas presented in this article represent an improvement in that they include the costs caused by leakage and inoperative valves.

The literature contains considerable discussion about distribution system monitoring in regard to analytical techniques and the number and the types of samples (e.g., coliform density versus presence–absence) to be collected. There is little information, however, on which locations should be selected for monitoring, particularly whether samples should be collected from customer plumbing or directly from distribution mains. This article discusses various aspects of this issue and describes how the Seattle (Wash.) Water Department's monitoring program addresses these concerns.

In New Hampshire, many residential housing developments fall outside the service areas of the state's acknowledged private or municipal water utilities. In many cases, developers have installed small residential community water systems to meet the drinking water needs of a rapidly growing population. Proper design and installation are crucial to providing long‐term quality service to this customer group.

Faced with a declining customer base, increasing operations costs, and increasing capital and financing requirements, the Philadelphia Water Department devised a five‐year financial management plan to trim costs. One aspect of the plan included the control of energy expenses through the use of off‐peak pumping and elevated storage. One year after the program was implemented, the department achieved a savings of $2 million—in spite of increases in electrical rates.

Three sampling designs—weekly, monthly, and spatial cluster—are compared to determine their effectiveness in detecting coliform contamination in small community drinking water systems. Water samples were collected over a one‐year period from 15 systems in rural Vermont and New Hampshire. Sampling five times a month, regardless of whether samples were collected simultaneously at five different sites within a system (spatial cluster) or once a week at the same site, detected between 50 and 100 percent more incidents of contamination than were found by sampling once a month. The spatial cluster design was slightly more sensitive than the weekly sampling design in its ability to detect coliform contamination.

In the planning and control of water quality in distribution systems, it is useful to know the time history and eventual spatial distribution of waterborne substances in the network. The work described here addresses the hydraulic aspects of modeling the propagation and eventual distribution of waterborne substances in general distribution networks. An example demonstrates the usage of such a model. Computer graphics are employed to present the simulation results.
