This letter comments on an earlier article (”Full‐Cost Water Pricing,” Journal AWWA, February, 1986) and makes the point that, while privatization of water utilities can accomplish the goal of fullpricing of water, the same goal can be met through regulation of utilities under the same guidelines and procedures as an investor‐owned utility. Regulation of utilities in Wisconsin is cited as an example.

In an effort to assess the public's perception of drinking water issues, the AWWA Research Foundation commissioned a national survey of public water supply consumers to obtain objective data about perceptions of the performance of water utilities. The survey was designed to provide water utility managers, as well as members of Congress and the US Environmental Protection Agency, with the information needed to respond to water users' concerns. One of the most salient factors indicated by the survey is the need for greatly improved public information programs about water.

Water utilities—especially those serving populations of fewer than 10 000 people—can achieve both energy and monetary savings through electrical demand reduction and leak detection programs. A study of 80 rural Alabama utilities that used these techniques showed that more than 2.6 × 105kW · h and $550 000 were saved per year.

Triggering mechanisms can be developed by authorities for imposing and terminating regulations during droughts. This article reviews the triggering procedures used by seven states and two interstate commissions. Although triggering mechanisms differ in degree of detail and regulatory flexibility, all of the procedures examined provide a set of well‐defined responses that are activated when predetermined conditions are reached. Each plan discussed has been molded to fit local and state conditions, and each demonstrates the importance of coordinated planning for water shortage management prior to the onset of crisis conditions.

In this time of consumerism and rising costs, utilities are under constant pressure to develop and maintain effective customer relations. The traditional approach to customer relations has been threefold: emphasis on telephone and face‐to‐face courtesy, use of public relations and advertising campaigns to inform customers of utility activities, and maintaining effective relations with the print and electronic media. Although these activities are essential to effective customer relations, many policies, procedures, and processes must precede these external, visible elements of a customer relations program.

When a contractor defaults, a battle usually ensues among the contractor's creditors over the limited funds generated by a performance bond. Often, creditors attempt to hold the insurance company (surety) liable for total completion—usually an amount beyond that predetermined in the penal sum of the bond. Under certain circumstances, courts have ignored the penal sum and held the surety liable for completion of a project.
