Regulations set by the U.S. Environmental Protection Agency are now in effect for the determination of total trihalomethanes (TTHMs) in water systems that serve populations of 75,000 or more persons. Studies at the Lawrence Experiment Station organic analysis laboratory in Lawrence, Massachusetts indicate that sample compositing reduces analysis costs by 75 percent. Current sampling practices and sample compositing are described.

Establishing a regional water management district can be difficult in any area but is especially trying in California, where a multitude of water‐related organizations vie for power. This report details how one such regional effort was initiated, noting the importance of establishing viable reasons for the organization's existence, inventorying powers and comparing them with similar organizations, and developing a good public relations program.

In response to increased demand and previous drought conditions, area utilities teamed together to create a formal agreement for responding to area water shortages. Although most periods of low water supply are weather‐related, the agreement also covers shortages created by such occurrences as distribution system failures.

The Indianapolis (Ind.) Water Company (IWC) and its predecessor have, as private companies, provided water service to the city of Indianapolis and Marion County since 1871. Since 1947 IWC has expanded—through selective marketing of main extensions and acquisitions—from a compact urban utility serving primarily Indianapolis and the center of Marion County to a widespread regional system that provides retail water service to most of Indianapolis‐Marlon County and to both incorporated and unincorporated portions of three adjacent counties.

Regionalization of water management offers many advantages over the present highly fragmented organizational structure that characterizes the water industry in the United States. Economies and efficiencies of scale are particularly attractive. Local government is loath to initiate regional arrangements because of the threat to local sovereignty. Federal initiatives are suspect and generally successful only when accompanied by federal dollars, which may cost more than they are worth. Accordingly, state government may be in the best position to stimulate the creation of regional institutions. Examples of such initiatives, both successful and unsuccessful, are discussed.

Although public acceptance of environmental problems is not so commonplace as public awareness, it is crucial to the successful implementation of environmental programs. Two case histories of planning studies emphasize the necessity of involving the public through communication, education, and preparation efforts. The key to the success of these programs is that they were planned at the local government level and were effective in nurturing public acceptance.

A survey was conducted on utility practices, experiences, and problems in conducting meter programs by AWWA's Distribution Division Committee on Customer Metering Practices. The survey findings serve as the basis of this report. The results are intended as a service to the water supply field to help decision makers assess and manage individual situations.
