This article discusses the need for a new water policy for the U.S. based upon total management of water resources instead of the establishment and enforcement of standards or the perpetuation of the present regulatory system of pollution control. Improvements to wastewater management and to standards for pesticides and esthetics must be considered in the new water policy.

This article discusses the implementation of standards currently being developed to enhance and preserve water quality. Specific programs, such as monitoring streams for standards compliance, monitoring effluents from municipal and industrial waste treatment plants, and periodic review of progress being made to construct needed treatment facilities, will be expanded through joint efforts of state and federal programs. One of the biggest needs in pollution control is efficient municipal and industrial waste treatment plant operation. Specific programs to train treatment plant operations and surveillance of plant operation are needed if stream water quality criteria are to be satisfied. New or expanded activities to deal with pollution from erosion, vessels and marinas, mine drainage, heat discharges, land and agricultural drainage, and nutrient enrichment will challenge the state and federal programs.

In late 1962, problems of water quality began to occur in water supply wells in the Sara‐Sands area on Siesta Key in Sarasota County, Florida. Water from several of the wells became salty and unsuitable for any use except sanitary purposes. This article discusses an investigation by the Sarasota County Health Department, the U.S. Geological Survey, the Florida Geological Survey, and Sarasota County, to discover the source of the salt water. It was discovered that the galvanized iron casing was perforated in the zones of corrosive water in the surface sand and upper Hawthorn Formation. Saline water leaked through holes in the corroded casings and flowed downward to zone 1, causing a deterioration of quality. This problem was solved by grouting the well casings.

This article discusses the southern part of California's San Joaquin Valley, particularly within Kern County. With groundwater supplying a relatively large proportion of the total agricultural irrigation demand, this is a region of intensive groundwater development, and in recent years, it has had a severe groundwater overdraft. Alleviation of the overdraft by importing water from northern California has been a major goal of Kern County water users for many years. With imminent deliveries of Feather River water to Kern County through the state aqueduct (beginning in 1968), groundwater levels may now be near their all‐time lows. This article summarizes conditions which have caused the large overdraft and suggest possible changes that may occur within the groundwater basin in the future.

During January‐March 1966, General Dynamics Corporation performed a series of field tests under the sponsorship of the Office of Saline Water, U.S. Department of the Interior, using the reverse osmosis test unit, POGO, on brackish water in three cities in Texas ‐ Midland, Fort Stockton, and Kermit. In September 1966, the Office of Saline Water sponsored an additional test using POGO on natural brackish water at the River Valley Golf Course in San Diego, California. The water at this test site was high in iron and manganese and was virtually saturated with both sulfates and carbonates. These tests were part of an overall program concerned with the application of reverse osmosis to water problems. The series in Texas was concerned primarily with an investigation of high recovery operations on water high in sulfates and carbonates. The test in San Diego extended this investigation to include a consideration of the problems attendant to operation on water that contains high percentages of iron and manganese as well.

The overall objective of this study was to answer the basic question: What are the predominant species of iron (III) present under the conditions applying in water treatment processes? The phase of the study reported here was concerned with the hydrolysis of iron (III) in dilute aqueous solution, in the absence of complexing ligands other than perchlorate and hydroxide. Experimentally, this involved the determination of mass action quotients in solution ranging in iron (III) concentration from 10‐3 to 10‐5 M, the extremes of the concentration used in color and turbidity removal. The concentrations of specific hydrolysis species could then be calculated at various pHs and total iron (III) concentrations.

Carrying capacity of water mains can be reduced by restrictions to flow created by valves, bends, sludge deposits, tuberculation, microbiologic slime growths, and chemical deposits from the water. This article discusses the problems created by tuberculation and two types of chemical deposits.

This article discusses alternatives for increasing the reliability of the power supply feeding the pumping stations in an emergency power outage, and to provide a means of running some pumps in case of a major power failure. Continuity of water supply during power interruptions can be obtained from gravity storage, use of multiple power lines, or independent engine‐driven generators or pumps. Pumping station design should include standby power requirements from the outset. The standby plant should not be tacked on as an afterthought.

Water utilities must be managed by professionals who know how to apply proper personnel policies. Water rates must be adjusted so that salaries and benefits will attract and retain qualified employees. This should be done without making it necessary for employees to resort to unionization. The future of employer‐employee relations in the water industry is, to a large extent, in the hands of the owners and managers of the utilities.
