摘要:
A county ordinance that prohibited a utility from treating depreciation on property contributed in aid of construction (CIAC) as an operating expense was confiscatory and violated the due process clause, according to a Florida appellate court.

摘要:
In this month's “Face to Face,” Frank R. Bishop, president of the Australian Water and Wastewater Association, is interviewed by David B. Preston, Executive Director of AWWA. The following topics are discussed: size and population of Australia relative to water supply demand; management and financing of water systems, the absence of investor‐owned utilities in Australia; the practice of combining water and wastewater treatment facilities in Australia; water quality standards in Australia; waterborne diseases; treatment of brackish and saline waters, which are abundant in Australia; groundwater; and organizational characteristics of the Australian Water and Wastewater Association.

摘要:
Many combinations of employee benefit packages are now available under current US laws. The author summarizes the requirements and restrictions that apply to each and outlines a procedure for designing flexible benefit packages in which the employees can choose among available options.

摘要:
The effect of workers' low self‐esteem on the operation of organizations is discussed, and examples of how persons with low self‐esteem hinder job performance are given. An appropriate managerial response to the self‐esteem needs of employees is suggested.

摘要:
Batch flocculation experiments were performed to test a previously developed model for the changes in particle size distribution. Within each experiment, time was the only independent variable; between experiments, the velocity gradient, particle concentration, and chemical conditions were varied independently. Detailed measurements of the particle size distribution were made, and the extent of change caused by each variable was quantified. The effect of time, concentration, and chemical conditions were reasonably well explained if partial sedimentation was allowed in the model. The effect of the velocity gradient was greatly overestimated by the model, suggesting that current understanding of particle collisions caused by fluid motion is weak.

摘要:
The study from which this article derives focused on the identification and quantification of parameters that affect the adsorption of humic substances by activated carbon and on the application of these findings to water treatment practice. Results reported here demonstrate the dependence of adsorption on pH, initial concentration of humic material, carbon dosage and particle size, and levels of various inorganic ions in solution. Many of the observed effects are attributable to the fact that humic substances are mixtures of compounds and that their adsorption is therefore a multicomponent process. The distribution of adsorptivities within these mixtures appears to vary with the presence of certain ions, most notably Ca2+and Mg2+. These findings have been applied to bench‐scale granular carbon columns and to powdered‐carbon slurry systems. The results are discussed from both theoretical and application points of view.

摘要:
The Dutch experience with pellet reactors is reviewed, with special emphasis on a new reactor concept based on crystallization on a seeding material with sodium hydroxide. During long‐term, full‐scale operations this concept has provided low‐cost softening and eliminated problems with solids disposal.
