Utilities have traditionally avoided work measurement or the establishment of job standards because the activities involved were considered too varied or difficult to define. However, improvements in productivity based on work measurement can be achieved by means of a simple, consistent reporting system. Other benefits of this technique include more reliable manpower projections, more efficient utilization and control of equipment, and more realistic and better‐documented budgets.

Productivity is a useful gauge of management's ability and effectiveness in utilizing the work force. In a meter‐reading department, productivity is affected by diverse working conditions, different types and locations of meters, customer demand, number of meter readers, and other comparable factors. This constantly fluctuating environment prompted the New Haven (Conn.) Water Company to refine its planning and scheduling capabilities.

Preventive maintenance is a vital part of efficient, reliable plant operation even if time and budget constraints allow only simple clerical systems of control. The Washington (D.C.) Suburban Sanitary Commission installed a comparatively modest system at its Potomac water filtration plant that provides a consistent, documented program with adequate management controls.

摘要:
A productivity measuring system developed to assess the maintenance functions of the distribution division of the Santa Cruz Water Department indicated rapidly decreasing productivity rates. A program was developed with the goal of raising productivity levels through increased motivation based on improved job satisfaction. Job rotation, reduction of crew size to create additional, smaller crews, monthly production meetings, and reorganization decreased sick leave usage and substantially increased productivity levels.

A new meter–reading program in Albuquerque, N.M., solved employee morale problems, decreased customer complaints from more than 12 000 annually to 600 annually, and increased water revenues for the city. Meter readers have been replaced by trained water representatives who take direct responsibility for customer relations.
