The evaluation of proposed water resources programs is confronted with inherent difficulties. The analysis should include an estimate of what is likely to happen in the future, and much of the analysis must be based upon estimates of physical and biologic consequences which are imprecise. The article discusses the three fundamental limitations of any effort at technical evaluation of public investments.

摘要:
There is limited Hawaiian legal material relating to water rights in groundwater. For any understanding, it is necessary to consider the case of City Mill Company v. Honolulu Sewer and Water Commission, 30 Haw. 912 (1929). It is also necessary to consider the effect of Chapter 87B of the Revised Laws of Hawaii 1955, as amended (which was Act 122, Session Laws of Hawaii 1961), relating to the regulation of groundwater use under the administration of the Board of Land and Natural Resources. This statute assumes that the doctrine of correlative rights, rather than what has been referred to as the “common law” doctrine of absolute ownership, will be applicable to all groundwater in Hawaii.

摘要:
Since 1958, the Richland Operations Office of the USAEC, with the cooperation of other federal agencies, has sponsored an annual program to reduce the temperature of the Columbia River during late summer in order to minimize the impact of plant operations. To evaluate the results of this program, a system of data collection points was installed, with particular emphasis on measurement accuracy. The resulting temperature data was used to develop an environmental model capable of predicting temperature and associated water quality variables to a high degree of accuracy.

摘要:
This paper has shown qualitatively the behavior of a range of synthetic organics in simulated stratified impoundments, using natural river water. The results indicate that particular environments that may be present in impoundments could inhibit the degradation of certain synthetic organics. This could lead to a deterioration of water quality in a system planned for enhancement of downstream water.

摘要:
The problem of metallic corrosion in potable water systems is universal and occurs with all metals currently used for construction of such systems. Corrosion can occur under either dynamic or static conditions. Systems design, temperature, and velocity are major factors in the rate of corrosion. This article emphasizes that the ultimate solution to such corrosion can only be obtained by the fundamental research approaches discussed in this article. They include: fundamental laboratory research on the thermodynamics and reaction kinetics of the metal‐water‐ion systems; long‐term pilot studies using carefully designed systems under proper control that duplicate all the parameters affecting both the initiation and propogation of corrosion, using actual service waters; and, control techniques to monitor the entire water service system such as test loops, strips, coil testers, and proved corrosion meters. Chemical balances must be maintained.
