Using examples from his home state of Minnesota, Senator Durenberger describes the national water crisis. Durenberger points to the need for flood control projects, construction of wastewater treatment facilities, and clean up of hazardous wastes which threaten water supplies. The importance of a national water policy is stressed as is the need to find new ways to organize United States water resources and water programs and to bring new actors, governmental and private, into the policy arena.

This discussion on giardiasis took place during the Water Quality Technology Conference in Denver, Colo., on Dec. 3, 1984. Robert G. McCall, former director of environmental health services, W. Va. 摘要:
The public water supply in Clifton Springs, N.Y., has nitrate levels greater than the state‐mandated maximum contaminant level of 10 mg/L. The customers have been notified of the problem by mail since 1978, and a citizens' advisory committee was established in 1981 to secure public cooperation in solving the problem. A survey, which included a mailed questionnaire and in‐depth interviews in 10 percent of the village households, was instituted to assess (1) the effectiveness of notification in influencing public knowledge of the water problem, (2) the public's concerns about water quality, and (3) the extent of the public's willingness to pay to correct the problem. The results of the survey indicate that public participation in decision‐making is an effective method of educating the community and of securing its cooperation.

This article describes the morphology and life cycle of the causative agent,Giardia lamblia, the detection ofGiardiaand the effectiveness of water treatment processes in removing it, and the epidemiology and clinical aspects of giardiasis.

摘要:
In November 1981, a waterborne giardiasis outbreak occurred within the Highlands Water and Sanitation District in Colorado. Although the immediate cause of the outbreak was reduced chlorine contact time because of a pump failure, numerous design and operational deficiencies existed at the plant. Lack of chemical pretreatment, improper backwashing procedures, poor application of raw water to the filter, and failure to monitor plant conditions all contributed to the outbreak. Turbidity and bacteriological records did not indicate any problems, confirming the crucial role of proper design, installation, and operation of the multibarrier technique in preventing waterborne giardiasis outbreaks.

Pilot‐plant studies were undertaken to determine the efficiency of slow‐rate sand filters in removingGiardiacysts and other substances. The filters removed virtually 100 percent of theGiardiacysts, 96 percent of standard plate count bacteria, and 98 percent of particles. Because of the efficiency and the passive nature of slow‐rate sand filtration, this technology is especially appropriate for small water systems.

The primary purpose of the pilot study described in this article was to evaluate the efficiency of sedimentation and of coarse anthracite media for removingGiardiacysts. Removal of cysts by sedimentation was observed to range from 65 to 93 percent and was generally similar to removal of turbidity. The coarse anthracite media produced water of inferior quality when alum was the only coagulant, but its performance was found to be improved by the use of a high‐molecular‐weight, slightly anionic polymer. Cyst concentrations appeared to be higher than usual during the initial phase of a filter run, indicating that a filter‐to‐waste period may be desirable. The authors conclude that effective control ofGiardiacysts depends on informed application of the multiple‐barrier concept.
