In response to James M. Symon's article “A History of the Attempted Federal Regulation Requiring GAC Adsorption for Water Treatment” (Journal AWWA, August 1984), Suffet questions why the report on activated carbon adsorption by the Subcommittee on Adsorption of the National Research Council's Safe Drinking Water Committee seems to have had little effect on the federal regulatory process. Symons replies that although the committee's recommendations were useful, they were outweighed by other factors during the EPA's decision‐making process.

This article is a summary of some of the main points in a book, The Problems of Drinking Water Supply in the USA, published in the Soviet Union in 1983. The study served as the Soviet contribution to the scientific research conducted in connection with the International Drinking Water and Sanitation Decade. A second objective was to provide Soviet specialists with the first detailed information available in the Soviet Union about the quantitative and qualitative characteristics of US water supply and consumption, the economics of the US drinking water industry, the medical and biological characteristics of US drinking water quality standards, and the US federal regulatory policies regarding drinking water. The study also included a comparative analysis of the ways and means of securing the safety of drinking water in the USSR and the United States. Both authors are associated with the Academy of Sciences of the USSR in Moscow. Leonid I. Elpiner is a medical doctor with the Institute for Water Problems, and Vladimir S. Vasiliev is an economist with the Institute of USA and Canada Studies.

This article summarizes the results of research on water well clogging in the Netherlands. The causes, the symptoms characteristic of the various causes, methods of regenerating production, and preventive measures are discussed. In most cases, proper means of rehabilitation and periodic treatment have restored the capacity of the country's wells, and in some instances production has been increased to levels greater than those achieved when the wells were first commissioned.

摘要:
In the 40 years since the advent of scuba, few industries other than the offshore oil industry have taken advantage of its commercial possibilities. The drinking water industry's innate affinity to underwater observation has proved the worth of a scuba diving capability in Southern California. The Metropolitan Water District of Southern California has trained and used a group of scuba divers for the past several years in efforts to control water quality in its storage reservoirs. This article outlines the considerations that must be taken into account before such a program is implemented and describes several successful solutions to problems that have been mitigated as a direct result of Metropolitan's scuba diving program.

Laboratory, pilot‐scale, and full‐scale experiments were conducted to determine whether polymerized iron chloride (PIC) is a more efficient coagulant than conventional ferric chloride. Polymerized iron chloride, prepared either by adding alkali to the stock solution or by heating a dilute solution of the iron salt, was shown to be more effective than ferric chloride for turbidity removal, particularly at low water temperatures. Removal of organics, however, did not appear to be improved by the use of PIC.

Producing high quality water from potentially contaminated supplies is made difficult by the high cost of measuring the wide range of chemical, biological, and physical parameters of concern. This article describes a study conducted at Water Factory 21 in Orange County, Calif., to identify chemical indicators that could be measured relatively inexpensively and used as surrogates for monitoring treatment process efficiency. Various collective parameters (e.g., total organic carbon, chemical oxygen demand, and electroconductivity) and individual contaminants (e.g., chloroform, barium, and copper) were evaluated.

Biologically stable water does not promote the growth of microorganisms during its distribution. This article combines microbiological theory and European practice to demonstrate how biological processes within a water treatment plant can remove the organic and inorganic substrates that cause or contribute to biological instability. Theory and practice indicate that ammonium and manganese ions and biodegradable organic compounds can be removed by attached‐growth processes such as fixed bed, fluidized bed, and rapid sand filters. Low temperatures do not preclude good treatment. A quantitative kinetic model, which accurately describes field results, provides a sound basis for successful design and operation of biological water treatment processes. Following a biological process with conventional processes is recommended to provide multiple barriers against the escape of microorganisms into the finished water.
