This address was presented at the 1967 AWWA Annual Conference at Atlantic City, New Jersey, by Stewart L. Udall, Secretary of the U.S. Department of the Interior. Udall describes a change in attitude he has noticed across the country and a new spirit of conservation spreading over the nation. This new spirit of conservation is demonstrated by new goals for cleaning up the nation's air and water, and new goals toward the elimination of pollution of the nation itself.

This article discusses the regional approach taken by the state of Rhode Island toward its water issues. The state established a state‐wide water resources board that is responsible for acquiring, constructing, or purchasing water facilities and land, formulating and maintaining long‐range guide plans, and implementing plans for development.

摘要:
This article begins with a brief overview of water planning and operational functions at the federal, state, and local levels of government. The need for coordination and collaboration of these three levels of government on water projects is discussed and formed the background for the creation of the Water Resources Planning Act of 1965. Comprehensive river basin planning is discussed, along with the the appropriate relationships of local water supply agencies to such planning.

This article discusses the organization of the Detroit Department of Water Supply. It is administered by a Board of Commissioners, financing is entirely by revenue bonds, and the water department acts as a water wholesaler. The development of a master program for water supply and wastewater treatment is discussed, along with rate increases.

This article discusses a study of household water usage patterns in Louisville, Kentucky. The study used telemetry, central monitoring equipment, and data processing techniques to provide detailed flow information on water demands. Although the findings of this study are not entirely new, they do cover a more extensive period than reported upon to date. Further, they are not limited to a single subdivision, but represent a cross‐section of a much larger community. Finally, this study covers detailed domestic water consumption rates in an area of the nation not extensively reported upon before.

This committee report on plastic pipe and fittings discovered that there is a great deal of interest shown in plastic tubing and pipe in the industry and that a substantially large number of water utilities are installing plastic tubing and pipe. The report discusses three plastic compounds that are available for producing tubing and pipe for general use by water utilities: polyvinyl chloride (PVC), polyethylene (PE), and acrylonitrile‐butadiene‐styrene CABS). An appendix is included that lists available literature about plastics from the American Society for Testing and Materials, the U.S. Government Printing Office, Washington, D.C., and the National Sanitation Foundation, School of Public Health, University of Michigan, Ann Arbor, Michigan.

This article discusses a methodology for the computation of both pan and lake evaporation, developed by the Environmental Sciences Services Administration (ESSA) Weather Bureau. The methodology grew out of a comprehensive research project carried out cooperatively by a group of federal agencies in 1950‐51 at Lake Hefner in Oklahoma. After subjecting the procedure to exhaustive tests, the ESSA Weather Bureau decided to utilize it in an extensive study for computing lake evaporation in the United States for the ten year period of 1946‐55. The ESSA Weather Bureau study provides a highly useful picture of lake evaporation in the United States over a period of ten years. Subsequently, the Illinois Water Survey conducted a similar project designed to secure a picture of lake evaporation in that state, that would be more detailed and cover a longer period.

Effective mixing and flocculation is of critical importance for the efficient functioning of sedimentation basins and filters. This article describes and evaluates certain factors that are involved in the design and operation of pretreatment, and illustrates the effects of these factors on filtered‐water quality, using data assembled by field testing and compiled from operating records of nine water clarification plants.
