The point has been set forth that it is improper to use water supply as a means of placing restrictions on land development, and that water agency boards should not involve themselves in water planning but should restrict themselves to policy matters. The role of the waterworks engineer is no less important now than in the past. More involvement by the general public in the planning process makes the waterworks engineer's job more complicated but not less important. The interaction between water agency boards and engineers is weighed.

In developing an environmental assessment, an organizational model, methodology, time, and sufficient money are needed. Frazil is an ice phenomenon that usually occurs between midnight and dawn and only when the water has become supercooled. It can choke intakes and open channels through its “stickiness,” blocking the water flow to facilities. The development of frazil is traced in this article, and suggestions to alleviate the problems it causes are made.

To solve the multifaceted problems involved in designing a regional water‐supply system a mathematical model of such systems was developed. With standard data on such items as pipe diameters and costs, variables can be input to derive optimization of location, size, staging, and financing of facilities. Results of technical and economic analyses have proved very useful in several projects in Yugoslavia.

A method based on X‐ray fluorescence spectrometry has been developed to determine minor elements in solid water‐treatment chemicals. Elements (potassium and heavier elements) are detected from the qualitative X‐ray scan. Measurement of an element in all chemicals is done from a standard made up in one chemical only.
