摘要:
Surcharges are simply special charges based on the strength of industrial wastes and they usually apply only to those wastes above some defined normal strength—normal‐strength wastes being covered by the regular sewer charge. The effects of surcharges are being studied in an effort to provide cities with data as to how much of a reduction in wastes and the use of water they can expect if they charge industries according to the strength of their wastes.

An emergency arising from a major disaster, such as an earthquake of great magnitude, that causes sudden, extensive, and disruptive damage to water system facilities may dramatize ensuing problems and evoke responses of heroic proportions—or it may engender disorganization, panic, and fear. The water utility must avoid even the appearance of negative manifestations as it systematically goes about the job of restoring the water system for the use of the public.

There are times when water from the Missouri River looks like tea—a condition caused by the organic pollutants that charge it as it runs its 1,500‐mi course. The dissolved matter naturally creates taste and odor problems. Here is an article detailing the success of laboratory work to measure the dissolved solids and relate results to the magnitude of the problem.
