AbstractThe management of risk in industrial activity is, in principle, a rational process, conducted with the aim of securing desirable social benefit at acceptable social cost. The benefits of technology, in terms of increased productivity, reduced morbidity and quicker communications, can readily be quantified, but the appraisal of the associated hazards is made difficult by the discrepancy between observed (or calculated) risk and perceived risk.

AbstractThe acid rain problem is just one amongst many complex environmental issues that are facing policy-makers today. Analytical advice normally takes the form of large and expensive studies, expressed in written reports. The availability of powerful dedicated and interactive computers opens the possibility for the analysis to be represented as an interactive computer program. The computer has considerable potential to improve the quality of the analysis available to a policy-maker.This paper will report on the construction of a decision aid on a powerful personal computer for the British Government, to study the acid deposition problem. As well as describing the technical issues involved in this model, the paper discusses the potential for this approach to policy analysis.

AbstractA brief introduction to environmental impact assessment (E.I.A.) is given. An E.I.A. requires, as a final stage, the aggregation of diverse and highly subjective impacts, though in practice this is often done implicitly. Explicit aggregation techniques have their origins in cost-benefit analysis or decision analysis, and the appropriateness of these two techniques for applications in E.I.A.s is considered.An illustration of decision analysis is given in which multi-attribute value analysis is used to assist in the siting of new mines. The method can be presented as a development of the simple visual sieving technique, and by employing colour graphics facilities and microcomputers, a portable, flexible and powerful decision aid emerges: but powerful tools require careful handling.

AbstractA Royal Commission report in 1872 revealed that the Clyde was one of the most heavily polluted rivers in Britain. Despite notable efforts to reduce pollution after the Rivers Pollution Prevention Act, 1876, little real improvement took place, and the quality of the river actually worsened during the first half of the present century. The Clyde River Purification Board, established in 1956, has taken almost 30 years to restore the river to its present state of health, with salmon once again returning to spawn after an absence of over 120 years. The author examines the reasons for this long delay and considers whether present controls are adequate to meet the needs of the future in the face of rapidly changing industrial effluents.
