AbstractThe need for operational research in the public and social services draws attention to the problems of conflicting and competing objectives present in such situations. The characteristics of a "multi-organization" are described, it consists of parts of several organizations, which come together for some task. Examples are given of the problems of doing operational research in multi-organizations and some possible approaches and models are suggested. Aspects of operational research methodology which require further development are indicated.

AbstractThe report is based on a study of the replacement of Army vehicles. These vehicles are currently phased out of service by a system of decision rules called repair limits. Existing repair limit systems, although superior to group replacement policies, appear to be sub-optimum.A theory of repair limits is proposed. This leads to the determination of optimum repair limits by a simulation method. A second optimization method is introduced based on the use of certain frequency distributions which are found to represent the repair cost data.The results show that the methods proposed can be expected to lead to financial savings.

AbstractIn the course of work on developing a planning system covering several levels of operations the problem has arisen of selecting the best schedule of coal faces and methods of work on them over an 18-month period at a colliery. A colliery has a number of faces which can come into operation at any time and in any order. The time at which faces are replaced depends on the time taken to work these out which, in turn, depends on the method of work used. A number of methods can be used on each face producing different results, and using different amounts of resources.Since the method would be used as a routine for a large number of collieries, an empirical near-optimum approach has been used which uses a mixture of heuristics, integer programming and search through a decision-tree.A computer program has been used successfully and is now being introduced for routine use.

AbstractThe paper describes a simple method of stock control and scheduling of the production of many items due originally to Spencer. Two case studies are presented in which the basic ideas of this method are used to adjust smoothed production plans to meet capacity or raw material availabilities.

AbstractSimulation experiments are reported in which the control policies developed in an earlier paper for stable regimes are compared with other suggested procedures when employed during oversaturated periods. It is shown that the policies remain effective with respect to mean delay per vehicle. The problem of reducing the maximum individual delay may be tackled by means of a trade-off of mean delay by imposing a maximum phase duration during extreme congestion.

AbstractDegeneracy in transportation problems is a frequent phenomenon. In this paper, a method of obtaining optimal solutions to degenerate transportation problems has been suggested. The method is a modification of the already-known Modified Distribution (MODI) method and consists in proceeding with the non-zero cells of the basis and a dual solution corresponding to these cells—without attempting to complete the basis. It appears that the method proposed here would be more effective than the well-known perturbation method, especially when the problem is highly degenerate.
