AbstractThis paper provides an overview of operational analysis (OA) in the Ministry of Defence (MOD). It starts by describing what types of OA are undertaken, and goes on to discuss the management of this OA, in terms of the coordination of the many studies, the types of expertise sought in the personnel who undertake the work, and the balance between intramural and extramural activity. It then addresses more technical matters: the problems of coping with many potential scenarios, the problems associated with data uncertainty, the problems of selecting output measures, the problems of choosing between OA methods, the problems of validating studies of a postulated major war, and the problems associated with generating cost data.

AbstractThe paper describes an example of how practical field trials are used to provide data bases for analytical models of combat. The general requirement for data is explained, followed by a description of how the requirement for the current study of urban combat arose. The methods of planning and carrying out the field trials to meet the requirement are described, highlighting some of the problems and how they were solved. Finally the paper describes how the data obtained during the trials are being analysed and interpreted.

AbstractThe process of designing complex, costly military systems benefits substantially from analyses of performance as predicted by some form of model of the system and its operating environment. In this paper, techniques are described that have been implemented in a suite of computer programs to represent the tactical situations that can develop between two opposing submarines. The kernel of the program suite is the Submarine Interactive Attack Model (SIAM). This is sufficiently versatile that a wide range of scenarios can be simulated, and meaningful statistics for expected submarine performance obtained. Emphasis is placed on the modelling of both the dynamic tactical situations that can evolve in underwater warfare and the tactical decision-making that influences the outcome of submarine operations. Although the techniques have been applied to a specific domain it is believed that they are applicable to a wide range of complex problems.

AbstractThe paper describes the use of an optimizing model, together with a simulation model, to determine the most effective mix and deployment of air defence weapons to defend a given set of assets against a range of air threats. The advantages of using an optimizing model in such studies are that it:—Gives more consistent results by reducing player variance.—Can generate solutions that are robust to variations in threat and environment.—Ensures that good solutions are not overlooked.—Reduces the total processing time required to complete the study.

AbstractThis paper describes a model of a Social Security office developed by the Operational Research Service of the DHSS. The model, based mainly on queueing theory, relates staffing levels, workloads, and productivity to performance measures based on customer delays. The paper describes the hypothesis underlying the model, the data requirements, technical details, and model calibration. Illustrative outputs of the model are presented and some uses of the model are briefly described.

AbstractA microcomputer-based expert system to interpret hospital and community health service data is described. The system analyses performance indicators, which are key statistics describing levels of achievement in terms both of policy objectives and efficiency. The system is being used to support annual performance reviews of English health authorities. The potential for application of similar systems is discussed.

AbstractThe size of the Department of Trade and Industry has mainly been controlled by a ceiling on the number of staff. Recently, the Government also introduced limits on running cost budgets, the largest component of which is pay cost. In 1986 these were delegated to 12 Deputy Secretaries. The budgets have to be set very tightly in order to remain within the Departmental limit on running costs; so it is essential that top management are able to forecast pay costs. Two models are described. One provides short term forecasts of staff numbers, the other forecasts their cost. The model forecasting staff numbers can be used to ensure that the ceiling on staff numbers is not exceeded. Its main use is as an input to the second model which forecasts pay costs. The models are now in use by top management; firstly, to allocate budgets throughout the Department, and secondly, to monitor the spend through the year.
