The objectives of this study were; to develop a model to simulate the growth of calves marketed as white veal; to use this model to evaluate alternative feeding rations; and to estimate optimal net returns to specialized white veal resources. A set of growth equations for veal calves developed by Van Es of Holland were used in a simulation model to estimate the growth of calves fed milk replacer. The model optimized the feeding system and indicated the optimum market weight strategy for specialized white veal producers. The results suggested that feeding system, mortality rates of calves and input‐output prices ratios were all variables that influenced the optimum market weight and that producers should choose a flexible market weight strategy in preference to a single target market weight.

A great deal of controversy and debate has arisen as to how many grain delivery points should be maintained to serve the grain growing areas of the Prairies. Many proponents for a change in the system have opted for a need for centralization. In this study, changes in the grain collection system are analyzed for a small region of Saskatchewan using a total of farmers' trucking and storage costs, road costs, elevators' and railways' costs. A modified Stollsteimer model was used to determine the effect on systems cost (sum of the five costs) as the number of grain collection points changed. Centralization of the system tended to reallocate costs from elevator and rail, to farm storage, trucking and road components. Elevator efficiency, to a major extent, determined the number of delivery points required. For the existing system (in 1974) the optimum number of points were estimated to be 80 (of a total of 178). For various alternatives examined, the optimum number varied between 46 to 107, under the existence of the Crowsnest Freight rates. The study suggests that a highly centralized system, (such as that consisting of up to five points for the study area, equivalent to 25 for the province) would increase the total costs of grain handlings and transportation.II y a eu beaucoup d'opinions et de discussions au sujet des centres de livraison de grains qui devraient etre maintenus en service dans les régions de cultures de grains des “Prairies”.

SummaryIn summary, the Crowsnest rates were agreed upon by the CPR in return for access to the Kootenay district of British Columbia. The cash subsidy involved was in the neighborhood of $3.4 million. The rates were fixed in perpetuity; thus could only be changed by Parliament if deemed in the public interest. The original agreement has been modified once to date in the name of public interest.Despite the polarization of public opinion on the Crowsnest rates, the effect of freight rate changes is not well documented16and, owing to a lack of objective evidence, the debate remains inconclusive. Obviously there is a need for more empirical work in this area. The principle of the Crowsnest Rate is with little doubt extremely important to Western Canada; however, the application of the subsidy and the method of payment may not be in the West's best interest. Thus, given the premise that the rates may be changed if they are not in the public interest, we propose, at a minimum, the examination of three research questions:i. the economic consequences of adjustment, readministration or removal of the rates on regional developmentii. the political consequences of tampering with a regional subsidy including income redistribution and just compensation, andiii. The effective control of all rail rates at competitive levels in the future particularly in regions where effective competition is questionable and the performance possibilities of public versus the private provision of transport services under selected circumstances. These issues we suggest need to be addressed individually and in depth, so that society can begin to weigh their impact on the future economic development of Western C
