A temporal model utilizing mixed integer programming was constructed to evaluate investment alternatives in combination with the present value method of capital budgeting. As such it is a first step beyond conventional linear and integer programming in developing relevant capital decision‐making models. The procedure permits the consideration of investment in discontinuous (lumpy) inputs which also are interdependent —thus overcomes some of the principle weaknesses of other capital budgeting procedures. The model was tested with a relatively simple five‐year model including land and machinery investment alternatives for a cash grain farm and proved capable of handling both the discontinuities and interrelationships. Attempts are being made to improve the level of living of people in depressed rural areas in Canada. The most significant institutional efforts are those by the Agricultural and Rural Development Administration's comprehensive planning programs.A description is given of the problem confronted both from an economic development and practical planning viewpoint. The evolving federal program including general research procedures are discussed along with the specific area programs that are being developed and implemented.

This paper attempts to develop profit‐maximizing plans for a low income farm area and to indicate the magnitude of resource adjustment required to meet this optimum. A secondary objective is to evaluate the usefulness of the variable resource programming technique as a device for determining resource misallocation and as a guide to regional and national policy.The study set out to develop optimum plans for the individual farm units and for the area using the variable resource programming technique.The results of the individual farm programs indicate that considerable income development potential exists on farms through internal farm resource reorganization and development. Results of the area programs suggest a need for substantial farm unit adjustment in order to achieve efficient resource use, particularly in achieving minimum farm income needs of the futur

The replies of more than 76,000 Canadian manufacturing milk and cream producers, to a mail questionnaire, were analyzed to determine the level of adoption of the following six modern dairy practices: (1) the use of production records, (2) the use of artificial insemination, (3) a milking machine, (4) a pipeline milker, (5) a bulk tank, and (6) a can cooler. The general level of use of these practices, with the exception of a milking machine, was found to be quite low in all parts of the country. Less than one‐third of the respondents have a milking machine and either a can cooler or a bulk tank. The correlation between each of the six practices and seven farm characteristics indicate that the adoption of modern dairy practices is influenced by the number of cows milking, the share of income received from dairy sales, the type of market to which the milk is sold, investment in land and buildings and the age of the farm operato

The possible abandonment of numerous branch rail lines in the prairies is often viewed as a spectre for towns in the region. But the presence of a hospital, high school, or good highways are also said to be vital to a town's existence. In order to determine which factors are important in sustaining a community it is necessary to get at the underlying structure of community environment. A structural (factor) analysis and a multiple regression model testing factors affecting community performance in population growth and grain shipment has been applied to Saskatchewan centers. Variations in population growth were adequately explained by the presence of certain structural features. The grain shipment function showed little association with community structure or even with population growth or increases in retail firms. The potential for future grain production in the prairie provinces for the next 20 years is considered in relation to known technology. It is concluded that a doubling of grain production is possible if known technology is used, and a tripling is possible if technology is combined with the cultivation of potentially new arable lands, and if economic incentives are such to encourage producers to use present technology and new lands.

The magnitude of future grain exports will profoundly affect many segments of the Canadian economy besides agriculture. Changes in structure of the existing grain transportation system, for example, may be required because of substantial increases in grain movement from country elevators to terminal positions. Grain trade projections are reviewed and the implications discussed. Results indicate that Canadian grain exports may increase from the past five‐year average of 534 million bushels to a 1980 level of 811 million bushels and with the possibility of a billion bushel export level being achieved. All segments of the economy affected by the Canadian grain industry must be prepared to adjust their future operations to efficiently accommodate the increased level of grain export

摘要:
This paper brings attention to important issues bearing as grain transportation in Canada and research implications. Critical issues considered are: the grain delivery quota system, grades, rail line abandonment, export port problems and potentials, new grain transport technology and rate regulation. While a number of improvements are suggested the need for a hard objective evaluation of the total grain transportation system is strongly stressed, so as to develop an optimum system.
