摘要:
In a modern, well‐managed firm, the purchasing function can and should contribute to the firm's competitive goals. This article discusses how purchasing can evolve into the role of a strategic contributor through four progressive stages.Through a series of in‐depth interviews, the authors discovered that merely doing a good job of purchasing does not make the purchasing function a strategic contributor. However, those purchasing departments that have evolved to become strategic contributors to the firm's competitive goals have found the professional and financial rewards to be substantial.

Understanding pricing strategies used by sellers is extremely important to a successful buyer. Several key variables can be identified and evaluated in determining the seller's pricing strategy and the conditions under which it was developed. Knowing how to recognize these variables and integrate them into the buying process is a challenging and demanding effort. The motivated buyer constantly hones his or her skills in this area, attempting to obtain the most advantageous business arrangement for the organization.This article identifies various seller pricing strategies and the principal variables involved in their analysis. The strategies and variables examined should significantly assist buyers in preparing for the buying task.

The increased emphasis on quality, coupled with Purchasing's role as a communication channel, has placed new requirements on the buyer. A knowledge of statistics, once considered to be the domain of Quality Assurance, is becoming a necessary tool for many buyers. Understanding the philosophy of statistical process control is a prerequisite to understanding a supplier's quality capability. This article looks at the basics of SPC and examines the indicators a buyer should look for in supplier quality evaluation.

Courses in purchasing, procurement, and materials management are being introduced by business schools in increasing numbers. Community colleges have introduced courses and comprehensive two‐year programs. Some schools have combined coursework into a concentration or major at the undergraduate level, and at the graduate level as well. Continuing education and certification programs are also available and growing. A review of the literature, as well as survey results obtained from selected business schools on their approaches to this field, are presented in this article.

Government is ever vigilant to promote competition in the federal acquisition process (especially in the Department of Defense [DOD]), hoping to reduce the prices it pays for supplies and services, to enhance the industrial base, to provide opportunities for every responsible offeror to compete, and to some extent to align its buying procedures with the private sector. In its quest for fairness, equity, and competition, the government has created a myriad of rules, regulations, and procedures. The underlying assumption seems to be that private industry is more competitive and efficient, and that government can duplicate this behavior by legislative process. However, a comparison of DOD and commercial competitive buying reveals a significant difference in their behavior due to different goals, philosophies, accountability, and procedural guidance.

In manufacturing, effective purchasing is crucial. The operations of the firm require an uninterrupted flow of parts and materials. Moreover, since purchasing on the average redirects well over half of each dollar of sales revenue for these required materials, cost‐effectiveness is important.The advent of real‐time computer‐based management information systems has stimulated the introduction of improved techniques for controlling the operations of manufacturing and institutional enterprises alike. This article provides a case illustration of a useful computerized reporting system that facilitates measurement and control of purchasing performance. It focuses on comparisons of current material prices with historical prices and standard costs, allowing management to set cost targets and then track progress toward their achievement. Additionally, the system provides both an incentive and a basis for evaluating the performance of individual buyers.
