Under the dwelling purchase certificate program a retired or demobilized Russian officer returning from the “near abroad” is given a certificate which he can use to purchase a new housing unit in the market. While decentralization is on the forefront of the reform agenda of many developing countries, few studies have performed empirical analysis to provide a holistic picture of the important fiscal, efficiency, and equity issues. Specifically, decentralization nearly always involves fiscal and administrative decisions by both national and sub‐national governments, as well as intricate intergovernmental relations. Here, two empirical models are presented for the Mexican primary and secondary education sector. The first analyzes the efficiency‐equity trade‐off implicit the Mexican Federal Government's educational fiscal transfers to states. Unlike most similar analyses, this model analyzes the distribution of outcomes not simply expenditures. The second model analyzes the relative productivity of separate expenditures by the Federal and state governments before Mexico's recent educational decentralization legislation. The findings show that before the decentralization, the Federal Government exhibited some concern for equity, but that in doing so also treated states unequally according to criteria that have little to do with either efficiency or equity. In addition, the results show that the Federal Government may indeed have been the more efficient provider of primary and secondary education, raising concern for the fiscal and administrative relationship set up by the decentralization legislation: the Federal Government will continue to pay, while the states have gained relative autonomy over expendi

摘要:
This paper tests the somewhat counterintuitive hypothesis that public firms are more efficient than their private sector counterparts. A factor analysis (9 industrial groups/34 industries) indicated that for all Pakistani provinces, public enterprises contributed relatively more value added which supports the findings of Naqvi and Kamal. The paper also concludes that a policy to reduce Pakistan's regional income disparities by privatizing public enterprises would likely be ineffective.

摘要:
This paper develops and applies a model to investigate questions pertinent to Taiwan's six year development plan. The model is designed to explore the implications of transportation versus industrial infrastructure investments on Taiwan's regional development objectives. Accessibility to population centers and related activities is seen as a critical factor in determining a location Is economic development potential. The model postulates an adjustment process that is geared to increasing economic welfare subject to adjustment costs. An empirical illustration using data from Taiwan suggest that Taipei's primacy is likely to increase over the coming decades. Across the board transportation improvements are shown to favor the island's central regions at the expense of Taipei and Kaohsiung.

The Jakarta Metropolitan Region (Jabotabek) is advancing to the Bandung Metropolitan Regions (BMA) and vice versa. In fact, these two metropolitan regions are being physically integrated by giant corridors of urban regions, stretching from Serang to Cikampek, and from Bandung to Jakarta, shaping an extended metropolitan region, also called a mega‐urban region.
