Sommaire:Cet article présente les résultats d'une enquête réalisée auprès des administrateurs d'État et des cadres supérieurs de la fonction publique du Québec. Elle visait à mieux connaître les valeurs réelles de gestion qui guident les ministères et les organismes gouvernementaux dans la définition de leurs objectifs et dans l'élaboration des règles de conduite de leur personnel. Cet article identifie un groupe de valeurs communes à l'ensemble des organisations (compétence du personnel, économie des ressources, pouvoir de l'organisation et innovation) et un groupe de valeurs propres à certaines organisations (performance au travail, service à la clientèle, excellence, confort du personnel, souplesse de la direction, esprit de collaboration et engagement envers l'organisation). II montre aussi que les principales valeurs de gestion se rapportent aux buts des organisations, tandis que sont reléguées à l'arrière‐plan les valeurs concernant la conduite des membres.Abstract:This paper presents the results of a survey of Quebec public service administrators and top managers. The purpose of the survey was to determine the real management values guiding government ministries and organizations when they are defining their objectives and drafting rules of conduct for their personnel. This paper identifies a set of values shared by all organizations (personnel competence, efficient use of resources, organizational power, and innovation) and a set of values specific to certain organizations (work performance, client service, excellence, staff comfort, management flexibility, spirit of cooperation, and commitment to the organization). It also shows that the main management values relate to the objectives of the organization, while values pertaining to members' conduct are

Abstract:Ontario's 580 agencies, boards, and commissions (ABCs), including the 91 administrative tribunals, have been a collection of bodies, the product ofad hocgovernment decisions, with no overall planning or coordination of their operations. During the past decade, on their own initiative, they have developed a coordinating capacity which, if responded to by the government, can enhance their operations as well as assure a more effective program of reform.Sommaire:Les 580 agences et commissions de l'Ontario, y compris les 91 tribunaux administratifs, constituent un groupe d'organismes résultant de décisions gouvernementalesad hoc, sans aucune planification ou coordination globale quant à leur fonctionnement. Au cours de la dernière décennie, suivant leur propre initiative, elles ont développé leur propre fonction de coordination. Si le gouvernement répond à cette initiative, il sera dès lors possible d'améliorer leur fonctionnement et de rendre plus efficace leur programme

Abstract:This article explores the possibility of critical theory as a framework for analysing public administration. Critical theory has a tradition of resisting the predominance of instrumental rationality as the building‐block for bureaucracy. The most sophisticated attempt at such an approach is the theory of communicative action developed by Jurgen Habermas. Adapting Habermas's theory to the realities of public administration in the welfare state, the author argues that current forms of administrative action are neither as rational nor as democratically legitimate as they could be. By relying on rules rather than on consensus, and by minimizing the participation of those affected by public administration, bureaucracy under the welfare state has resulted in a general loss of meaning within the public sphere and a high degree of social alienation.By focusing on the potential of discretionary decision‐making to foster a dialogue about the important judgments administrators make, it is possible to see the value of a critical approach to administrative structures. The author concludes by briefly exploring the application of a critical theory framework to the question of discretion in the context of Canadian tax administration.Sommaire:Cet article explore la possibilité d'utiliser la théorie critique comme cadre d'analyse de l'administration publique. Traditionnellement, la théorie critique tend à résister l'utilisation de la rationalité instrumentale en tant que pierre angulaire de la bureaucratie. La version la plus sophistiquée d'une telle approche est la théorie de l'action communicative élaborée par Jurgen Habermas. En adaptant la théorie de Habermas aux réalités de l'administration publique au sein de l'État‐providence, l'auteur soutient que les formes actuelles d'action administrative ne sont ni aussi rationnelles, ni aussi démocratiquement légitimes qu'elles pourraient l'être. En faisant appel aux règles plutôt qu'au consensus et en minimisant la participation de ceux qui sont touchés par l'action administrative, la bureaucratie, dans l'État‐providence, a entraîné une perte généralisée de sens et d'orientation dans le secteur public, ainsi qu'un niveau élevé d'aliénation sociale.En mettant l'accent sur le potentiel qu'offre la prise de décisions discrétionnaires pour amorcer le dialogue au sujet des jugements importants pris par les administrateurs, on conçoit la valeur que revêt une approche critique envers les structures administratives. Abstract:The June 1993 reorganization of the Canadian cabinet undertaken by Prime Minister Kim Campbell is the latest manifestation of a theme in vogue: the consolidation of ministerial portfolios in order to reduce the size of cabinet. This paper examines the recent Canadian changes in light of the Australian cabinet reorganization of 1987, which saw twenty‐eight cabinet portfolios reduced to sixteen. The Australian experience with a consolidated cabinet is assessed from four perspectives: political control; policy interdependence and coordination; efficiency and cost savings; and budgetary discipline. We argue that in many ways the focus on cabinet sizeper seis misleading. The significant questions relate to the organization of authority within cabinet and the relationships between individuals assigned executive authority rather than the actual number of minister. The June 1993 Canadian reorganization emulates the Australian model in most respects, although the issue of effective political control may well depend on an expanded role for parliamentary secretaries in lieu of junior ministers.Sommaire:La réorganisation du Conseil des ministres du Canada, entreprise par le Premier ministre Kim Campbell en juin 1993, est la toute dernière manifestation d'un thème actuellement à la mode: la consolidation des postes ministériels afin de réduire la taille du Conseil des ministres. Dans cet article, on analyse les modifications récentes survenues au Canada à la lumière de la réorganisation du Conseil des ministres de l'Australie en 1987, oú le nombre des postes de ministres a été réduit de 28 à 16. L'expérience de l'Australie avec un Conseil des ministres consolidé est évaluée à partir de quatre points de vue:contrôle politique; interdépendance et coordination des politiques; efficacité et économie de coût, et enfin, discipline budgétaire. À notre avis, l'accent mis sur la taille du Conseil des ministres est, sous de nombreux aspects, mal placé. Les questions importantes ont trait à l'organisation de l'autorité au sein du Conseil des ministres ainsi qu'aux relations entre les personnes ayant reçu une autorité exécutive, plutôt qu'au nombre effectif de ministres. La réorganisation canadienne de juin 1993 imite le modèle australien sous la plupart des aspects, bien que sur la question du contrôle politique effectif, elle semble accorder un rôle plus important aux secrétaires parlementaire
