Abstract.The process of policy and expenditure management in Ottawa is in continual evolution. This paper examines the current system and attempts to draw some conclusions about overall directions of change. The current ‘envelope’ system is a logical outgrowth of attempts dating back at least through the 1970s to better integrate policy initiation and expenditure management considerations. The changing constellations of agencies over that period are examined as is the attempt to impose a higher level of overall coordination on the system. The current interrelationships among central agencies are outlined and some comments are made on the evolving relationships between cabinet and the agencies which support its deliberations. Finally some conclusions are attempted on the basis of the interrelationships among overall planning systems within the federal government.Sommaize:A Ottawa, le processus de gestion des politiques et des dépenses est en évolution continuelle. L'auteur de cet exposé examine le système actuel et essaie de dégager des conclusions quant aw orientations générales de ce processus. Le système actuel de « l'enveloppe » est la suite logique des tentatives, qui remontent au moins aux années 1970, de meilleure intégration en ce qui conceme l'élaboration des politiques et les nouveaux principes de gestion des dépenses. L'auteur examine les changements dans les regroupements d'agences péndant cette periode ainsi que les efforts entrepris pour imposer un plus haut degré de coordination à l'ensemble du système. Il expose les relations actuelles existant au sein des organismes centraux et propose ses commentaires sur l'évolution des rapports entre le Cabinet et les organismes qui aident à ses déliérations. Sommaire:Dans les démocraties occidentales, les fonctionnaires de carrière se doivent d'accomplir leu travail tel que le mandat de la hiérarchie le leur dicte, en toute honnêteté et impartialité, loyauté et confidentialité.Depuis quelques années, les questions d'éthique ont fait l'objet de plusieurs essais dans cette revue, notamment de la part de MM. Garant, Kemaghan, Dussault, Balls, Bums, Johnson et même Lord Bridges. Il n'est pas question ici de reprendre tout cela mais simplement de décrire comment les choses ont évolué au Québec depuis une génération et pourquoi. Nous décrirons cette évolution sur le plan des normes, puis sur celui de leur application. En conclusion, nous tenterons d'en dégager des réflexions relatives aux prises de décision et au rôle de la fonction publique dans ce processus, réflexions susceptibles d'alimenter la problématique lors dune révision des normes de conduite désirables dans la fonction publique.Abstract:In Western democracies, career public servants must accomplish their tasks as dictated by the mandate of the hierarchy, honestly, impartially, loyally and confidentially.Articles on ethical concerns by such authors as Garant, Kernaghan, Dussault, Balls, Burns, Johnson and even Lord Bridges, have appeared in the Journal of the Institute for some years. It is not the intention here to review those contributions but simply to describe the evolution of ethics in Quebec, in the last generation, as well as its causes. That evolution will be described both at the level of standards and of their application. In conclusion, an attempt will be made to present some thoughts on decision‐making and the public service role in that process, which may be of use in reviewing standards of behaviour

Abstract.Any attempt to prepare a balance sheet for the government's responsiveness to the public interest confronts a paradox. On the one hand govemments have demonstrated an increasing awareness of the need to be more responsive and have exercised considerable ingenuity in developing ways of attaining these objectives. On the other hand, governments have never been so plagued by complaints directed to their lack of responsiveness, their secretiveness, etc. The decline in the public's confidence in governments is matched by a serious decline in morale of public servants ostensiblv resaonsive for imalementing the public interest. This paper seeks to explain the paradox by developing the mythical absolutism of the concept of ‘the public interest’ and observing its conseauences in the form of simplistic public servants for their failure to meet an unrealistic—and potentially dangerous ideal.A more realistic view is that there are many publics with many and conflicting interests. The test for government is how well its institutional arrangements work in identifying the interests that deserve to be incorporated in public policies and programs; and how adaptable these institutions are in responding to changing values and circumstances. The institutional responses highlighted here are: the enlarging role of the bureaucracy not merely as implementor but as interpreter of the ‘public interest’; the prominence of regulatory agencies in giving meaning to the public interest; the impact of participatory democracy and some of the problems associated with this populist concept of democracy; and, finally, the implications for government responsiveness arising from the increasingly popular concept of accountability.Sommuire:Toute tentative d'établissement d'un bilan de la sensibilité gouvernementale à l'intérêet public nous amène à un paradoxe. D'une part, les gouvemements se sont montrés plus conscients de ce besoin de sensibilisation et ont fait preuve de beaucoup d'initiative dans les moyens qu'ils ont trouvés pour réaliser ces objectifs. D'autre part, ces mêmes gouvemements n'ont jamais été aussi critiqués pour leur inertie, leur réserve, etc. Cette diminution de la confiance du public dans leurs gouvemements s'accompagne d'une baisse du moral des fonctionnaires directement responsables de la sauvegarde de l'intérêt public. L‘auteur de cet exposé essaie d‘expliquer ce paradoxe en faisant ressortir l'absolutisme mythique du concept de I'intérêet public et en observant ses conséquences sous la forme dune critique simpliste des hommes politiques et des fonctionnaires coupables de ne pas réaliser un idéal utopique et potentiellement dangereux. Il est plus réaliste de tenir compte du fait qu'il existe une pluralité de publics, aux intérêts divers et contradictoires. Le test, pour les gouvernements, c'est la mesure dans laquelle leurs institutions permettent d'identifier les intérêts qui méritent d'être incorporés aux politiques et programmes publics et le degré d'adaptabilité de ces institutions à I'évolution des valeurs et des circonstances. Les réactions institutionnelles étudiées ici sont: le rôle croissant de la bureaucratie, non seulement comme agent de mise en oeuvre mais encore interprète de l'intérêt public; I'importance que donnent les organismes de réglementation à la mise en valeur de cet intérêt public, l'impact de la démocratie participative et certains des problèmes associés à cette idée populiste de la démocratie et, finalement, les implications pour les go

Abstract.This paper argues that the federal government should allow provincial governments to levy whatever tax rates they wish, to be applied to the taxbase of the federal personal income tax, and should agree to administer provincial tax credits and surcharges, adopted for the purpose of altering the incidence of provincial taxes. The federal government also should forego attempts to preventallprovincial tax inducements to industrial location, and seek agreement with the provinces OR a list of proscribed measures.Further, the federal government would be ill‐advised to attempt to reassert direction over provincial medicare, hospital insurance and post‐secondary education programs. The funding arrangements agreed to in 1977 should be continued until the broader issue of the division of functions between the two orders of government is clarified.The paper also argues that a new rationale for equalization payments and a new basis for their calculation should be adopted. The amount of a payment to a province should be determined solely by its real income per capita relative to that of the other provinces.Sommaire:L'auteur de cet exposé présente plusieurs suggestions. Ainsi, le gouvernement fédéral devrait autoriser les gouvernements provinciaux à fixer leurs taux d'impôt comme bon leur semble, taux qui seraient appliqués à l'assiette de l'impôt fédéral sur le revenu personnel, et qu'il devrait accepter d'administrer les surtaxes et créedits d'impôt provinciaux, adoptés dans le but de modifier l'incidence de ces impôts. Le gouvernement fédéral devrait aussi abandonner toute tentative de prohibition des encouragements fiscaux provinciaux destinés à stimuler l'implantation industrielle. Finalement, il devrait chercher à s'entendre avec les provinces sur une liste de mesures d'interdiction.De plus, le gouvernement fédéral serait ma1 venu d'essayer de réorienter l'assurance‐maladie provinciale, l'assurance‐hospitalisation et les programmes d'éducation post‐secondaire. Les dispositions de financement prises en 1977 devraient rester en place jusqu’à ce que la question fondamentale de la division des fonctions entre les deux paliers de gouvernement soit éclaircie.L'auteur affirme également qu'il est nécessaire d'adopter une nouvelle base conceptuelle en ce qui concerne les paiements de péréquation et leur calcul. Abstract.Unlike the Canada Pension Plan, which is financed largely on a pay‐as‐you‐go basis, Sweden's national earnings‐related pension scheme is designed to accumulate a large reserve fund. The degree to which the scheme is funded and the consequent size of its reserve fund means that the Swedish system presents public policy‐makers in Canada with a unique opportunity to observe some of the methods, consequences and problems that arise as a result of funding a large earnings‐related public pension plan.Of particular interest is the administrative structure of the fund and its investment activities. The National Pension Insurance (ap) Fund, as it is called, has aroused considerable attention abroad because it plays a major role in Sweden's capital market, and is frequently cited as an example of how a partially funded public pension plan might invest its assets in the private sector of the economy. This paper describes the role of the AP Fund and its autonomous sub‐funds. Particular attention is paid to the Fourth Fund which invests in equity shares.Somrnaire:Contralrement au Régime de pensions du Canada, qui est financé au fur et à mesure, le régime national suédois, qui offre une retraite proportionnelle aux revenus, a été conçu pour permettre l'accumulation d'un fonds de réserve important. Le degré d'approvisionnement du fonds, et par conséquent son importance, offrent aux organismes canadiens chargés d'établir les programmes une occasion unique d'observer quelques méthodes, quelques résultats et quelques problèmes qui découlent de l'approvisionnement d'un pareil régime.La structure administrative du fonds et ses politiques d'investissement sont particulièrement intéressantes. Le Fonds national d'assurance‐retraite (ap), comme on l'appelle, a suscité beaucoup&d'attention à l'étranger, car il joue un rôle important sur le marché suédois des capitaux.
