Abstract.According to the bureaucratic politics approach to policy making, an appreciation of competition and conflict among bureaucrats is considered to be critical for an understanding of decision outcomes. In this paper, we employ the bureaucratic politics model to assess the outcomes of the initial phase of the Canadian government's new fighter aircraft (NFA) program, which began in March 1977 with cabinet approval of the procurement and ended in April 1980 when cabinet announced the selection of the McDonnell Douglas F‐18A Hornet. This paper examines the interests of the three departments responsible for furnishing cabinet with recommendations ‐ National Defence, Supply and Services, and Industry, Trade and Commerce. We examine instances of conflict among the bureaus involved, but conclude that, overall, conflict was relatively muted in this case. Three reasons are offered to explain why conflict between departments was not endemic to the NFA program, and several broader conclusions are drawn about the applicability and utility of the bureaucratic politics approach.Sommaire.D'après l'approche de politique bureaucratique en matière d'élaboration de politiques, l'on considère qu'il est très important d'évaluer les rivalités et les conflits existants entre les bureaucrates pour comprendre les conséquences d'une décision. Dans le présent article, les auteilrs se servent du modèle de politique bureaucratique pour évaluer les conséquences de la phase initiale du programme fédéral Nouvel avion de chasse (NAC). Cette phase a débuté en mars 1977 lorsque le conseil des ministres a approuvé l'acquisition d'un tel avion et s'est teminée en avril 1980 avec la sélection du F‐18A Hornet de McDonnell Douglas. Cet article examine les intérêts des trois ministères chargés de présenter leurs recommandations au cabinet, à savoir: la Défense nationale, Approvisionnements et Services, et Industrie et Commerce. Il étudie les cas de conflits entre les services concernés mais conclue que dans l'ensemble, dans le cas en question, les conflits étaient pratiquement inexistants. Les auteurs donnent trois raisons expliquant pourquoi il n'y a pas eu de conflits endé miques entre les ministères à propos de ce programme NAC et ils tirent plusieurs conclusions plus générales au sujet de I'applicabilité et de l'utilité

Abstract.In the late 1960s, the Ontario government embarked upon an ambitious program of provincial planning, including both province‐wide regional development and the planning of the Toronto metropolitan region. Changes in the structure of the provincial government seemed to be well calculated to support this program. Yet, ten years after it began, it collapsed. A deterioration in economic conditions in the province, lack of integration and consistency in the program over time, and its perceived association with a series of politically unpalatable events, all contributed. But the fundamental weakness of provincial planning lay in its failure either to become an integral part of the governmental system, or to win wholehearted support at the political level, within the provincial bureaucracy, or from any broader political or popular constituency. Furthermore, it appears that the practical, fiscal and, above all, political implications of putting plans into effect were not properly appreciated when the program was initiated. When these implications began to be apparent, the provincial planning program lacked either the institutional roots or the political and public support that might have enabled it to survive the inevitable adverse reaction. From the Ontario experience several conclusions are drawn about the requisites for a successful program of planning at this scale.Sommaire.Vers la fin des années soixante, le gouvernement de l'Ontario s'est lancé dans un ambitieux programme de planification provinciale au niveau de la province et de la région du Grand Toronto. Les changements dans la structure du gouvernement provincial semblaient bien calculés pour appuyer ce programme. Cependant, dix ans plus tard, le programme s'éroulait. Plusieurs facteurs ont contribuéà cet êchec; il y a eu, entre autres, la détérioration des conditions économiques de la province, le manque d'intégration et d'uniformité du programme au cours des années et le fait que ce programme a été associéà des événements politiques déplaisants. En définitive, la faiblesse principale de cette planification provinciale vient de ce qu'elle n'a réussi ni àêtre complètement intégrée au système gouvernemental ni à gagner l'appui total sur le plan politique de la bureaucratie provinciale ou de toute autre circonscription politique ou populaire plus vaste. De plus, il semble qu'au départ, on ne se soit pas vraiment rendu compte des implications pratiques, fiscales et surtout politiques que comportait l'application du programme. Or, quand on a commencéà réaliser la portée de ces implications, le programme de planification provinciale manquait de racines institutionnelles ou de l'appui politique et publique qui lui auraient permis de survivre à l'inévitable réaction hostile. Abstract.Members of federal administrative tribunals are selected and appointed in ways which are little known by most people within or close to government and which are even more obscure to the general public. The Canadian Radio‐television and Telecommunications Commission (CRTC), one of the most influential of these government agencies, is taken in this essay as a model through which to examine this selection and appointment process. An attempt is made to shed light on the criteria applied to candidates in the process of staffing this commission, as well as on the path such candidacies must follow. With appropriate adaptations to other regulated sectors of the economy, the procedures outlined here may be said to be mirrored in the process of choosing commissioners for other important federal administrative tribunals.From the time when a name is entered on the list of candidates kept by the appropriate minister until the day the cabinet approves the appointment of the minister's nominee, several departments of the government and various bodies involved in the political process have their say in the outcome of the candidacy. This essay shows that the procedure is to a great extent discretionary, but that the exercise of such discretion is sufficiently enshrined in custom to prevent arbitrary abuse.Sommaire.Les membres des tribunaux administratifs fédéraux sont choisis et nommés selon un processus peu connu de l'ensemble du secteur public et parapublic et pratiquement ignoré du grand public. Dans cet article, le Conseil de la Radiodiffusion et des Télécommunications canadiennes (CRTC), l'un des plus importants organismes gouvernementaux, a été choisi afin de permettre l'examen de ce processus de sélection et de nomination. L'auteur tente de mettre en lumière les critères auxquels doivent satisfaire les candidats à un poste dans ce conseil ainsi que l'acheminement bureaucratique que doivent ouivre ces candidatures. Abstract.Special planning groups composed of non‐civil servants are useful in removing burdensome issues from officials and ministers, but if they seriously inconvenience an administration they will be restrained. This is an account of such a case, involving F. Cyril James's Committee on Reconstruction (1941‐43), which shows how the Committee was brought under control for discussing post‐World War Two plans with the provinces. This extreme case throws into question some conventional thinking about task forces. It also highlights an essential trade‐off between coherent and comprehensive planning based in the bureaucracy, and ease of implementation based on a consensus which may be most effectively secured by the wide consultations characteristic of ‘extra‐departmental’ committees.Sommaire.Les groupes spéciaux de planification composés de non fonctionnaires sont utiles en ce qu'ils aident à retirer des mains des fonctionnaires et des ministres des questions difficiles, mais lorsqu'ils dérangent sérieusement une administration, on limite leurs pouvoirs. Abstract.A relationship of mutual dependence characterizes the interaction of cabinet ministers and senior public servants in the public management process. Public servants tend to be prominent in the administrative aspects of public management while ministers tend to dominate the policy‐making aspects. Ministers are greatly dependent on the technical expertise of public servants in order to succeed within the routine or administrative domain of public management. However, two essential functions, surveillance and legitimation, are the main responsibilities of ministers, not of public servants, during the innovative or policy‐making phase of public management. Furthermore, an effective performance of these two functions may enable a minister to become a major agent of policy change or policy reform.This thesis is supported by an analysis of the development of unemployment insurance in the 1970s. Bryce Mackasey, the minister responsible for introducing a new scheme of unemployment insurance in 1971, carried out surveillance and legitimation functions so effectively that he became a major agent of policy reform. Once his successors, Robert Andras and Bud Cullen, began to routinize the program, their surveillance and legitimation skills became increasingly unnecessary and inconspicuous. At the same time, public servant activity in the public management process began to grow more noticeable.Sommaire.Une relation de dépendance mutuelle caractérise l'interaction des ministres du Cabinet et des fonctionnaires d'échelon supérieur dans le processus de gestion publique. Les fonctionnaires ont tendance â jouer un rôle important dans les aspects administratifs de gestion publique tandis que les ministres ont tendance à en dominer les aspects d'élaboration de politiques. Les ministres comptent beaucoup sur l'expertise technique des fonctionnaires lorsqu'ils ont affaire à des questions de routine ou d'ordre purement administratif.
